December 18. 1995 at 7:00 p.m. in the Village Office. Present were Mayor Bath. Councillors Umschcid & Vooys, Municipal Administrator. Lynda Cyr. Administrator Trainee, Colleen Dcitz and Dick Ellis from Solid Waste Management Authority. The minutes of the meeting held on November 20, 1995 were read. Mayor Bath moved the adoption of these minutes. CARRIED. Dick Ellis attended this meeting on behalf of the Solid Waste Management Authority. The Authority extended the Milo Land Fill Site operation hours by 1 hour. The reason we have less time than the others is because it's almost full. The site is suppose to have 3 feet of clay on top and there isn't room for this. Could possibly dig another pit in Queenstown and close Milo except for the Milo garbage truck use. The Queenstown Site will then have to be tested for another pit. The Milo site has lots of fridges in it. These have to be removed. A scrap dealer (Fred Manfred - Fred's Salvage Black Diamond - 933-2931) will remove these for $10.00 per fridge for those which have not been certified. Discussion followed. Council reviewed the Insurance Renewals. Councillor Umscheid reported on the progress of the School Advisory. Mayor Bath reported that Barry Monner, Doug Marks — Marks Oilfield. Sam from Alsa. and herself would be getting together to settle the paving bill. A letter was received from APBGGA regarding the hearing of Terry Mulinger. to take place December 19, 1995 in Calgary. Mayor Bath made a motion that Lynda Cyr attend this hearing. Councillor Umschcid seconded. CARRIED. John Ivers is to be contacted regarding the possibility of a contract for snow removal from town streets when requested from council. Council discussed the possibility of charging $10.0 per removal of snow from Driveways when the town man is out in the tractor, otherwise for a special call the cost would be the normal charge of $45.00/hour for tractor rental. Councillor Vooys made a motion to pay Bill Brown $100.00 for an electric hot water heater for the plant. Mayor Bath seconded. CARRIED. Mayor Bath declared an interest in following account and refrained from voting and discussion thereon. Councillor Vooys made a motion to reimburse S & B Holdings for the hiring of two local boys to clean out the cistern. Councillor Umschcid seconded. CARRIED. Mayor Bath made a motion that we close our office on December 28. 1995. Councillor Umschcid seconded. CARRIED. Mayor Bath made a motion that effective February 1. 1996 that the Village Office hours will be Tuesdays 8:30 a.m. - 11:30 a.m. & 1:00 p.m. - 4:00 p.m. and Thursdays 8:30 a.m. - 11:30 a.m.. Councillor Umschcid seconded. CARRIED. The meeting adjourned at 9:45 p.m.COUNCILORS COMMENTS These comments are my opinions as I see the situation and are definately not the opinion of your County Council. The icy road conditions of the last part of December and early January caught everybody by surprise. For sure the county was not prepared for such a large amount of ice. Salt is tricky stuff to store so we try and have some on hand for winter but do not bring in an excessive amount. About 80 tonnes more was brought in after Christmas and Nick has another load or two comming in about January 20. Unfortun ately, our best sanding truck was broke down and should be usable by January 20. A lot of this special equipment (sander box) is made outside Canada, and getting parts is a nightmare. A lot are factory ordered and take forever. On this unit the front mounted hoist cylinder fractured when the box was half way up, tipping the truck over and ripping off hydrolic hoses and electric wires to the computer. There was no wiring diagram or plumbing diagram when repairing this unit. The truck mounted plows the county has do not work on gravel roads they are much different than the FWD truck plows the county had years ago. So they are used on our paved roads only. Normally the 3 plows can clean off the paved roads fairly quickly thus leaving our graders free to do the gravel roads. Putting salt on a gravel road is not recommended as the salt seeps into the road bed and eventually turns it into mush as it does not dry out. We are tiying to remove ice from comers, etc. with those spike toothed blades. I don't know what it costs the province to keep the ice off of theip highways but the work the county did so far this winter cost about $40,000 for the salt, sand and applying it to the highways. We don't "budget" an amount for snow removal such as a city would do, it is just taken out of our general revenue as part of our road maintenance. But, you can see that it would cost a substantial amount to deice our roads to the extent the province does. There are times when driver discretion has to be used when these road conditions occur as they did recently. Some engineers from the Motor Vehicle Branch of Red Deer attended our meeting to dicuss overweight and overwidth vehicles mostly to do with the oil patch. They have a file of complaints about three inches thick from the people who deal with the County of Vulcan. This is larger than all the files from the rest of Alberta according to what they said. It is my opinion that you do not bite the hand that feeds you. In the Milo and Champion areas of this county the oil patch has spent many millions of dollars in the last ten years or so. We all know many young men and women who are making a living from jobs in the oil patch. These jobs have kept these young families in our communities. Some are supplementing their farm incomes, and some depend entirely on these jobs for their livelihood. These oil companies have donated large somes of money to community projects, supported hockey and baseball teams, and given used computers to our schools.These gifts are much appreciated and have kept some of young people enjoying these sports. I do not condone flagrant breaking of the law, but I also do not support excessive policing. I do not believe it is the County of Vulcan's purpose or place to challenge provincial laws. I think, that is a job for the electors to do through their MLA's. I feel that a by-law enforcement officer that is totally financed through the County of Vulcan (Ratepayers) is not a "Policeman". I feel our local RCMP are here to enforce our provincial laws and if they do not see fit to enforce them, I feel it is not up to the County of Vulcan to do it. The topic of overweight farm trucks was discussed at our municpal meeting. When hauling grain we should all use some common sense when unloading these trucks and I would hope that the by-law enfor cement officer has better things to do than weigh every farm truck. I am totally opposed by the practise and argued against it. (It is not hard to become unpopular these days). Generally our council likes to leave our meetings with a united stand and I usually support this. However, these issues discussed in this column have got me seeing a red flag and I cannot support my fellow councilors this time. I wish more ratepayers would come to our meeting to see and hear the comments that your and other councillors make. We supposibly support the wishes of the ratepayers but I sometimes wonder, as I said earlier "don't bite the hand that feeds you". I do not need to be a county councillor but someone has to be there. I hope there will be someone to take my place next election. If the comments I make do not represent what you the ratepayer in division seven would like to have done, please call me and let me know what other tine of thinking you would prefer. 1 try to interpret what I hear into some form of action when I go to our meetings. I don't get to talk to everyone in our area as much as I like. It is not easy to be a councillor and it is harder if your try to stand up for what you believe in. Follow the crowd it not my style. I do my best to represent what I hear and what I interpret what was said by my ratepayers. I don't beleive in more government interference in my life, I would like to see a lot less in fact. It now appears that the new Water Resources Act (Bill 51) has been modified and is more in line with what ranchers and farmers want. That is if environmentalists and rural city "squatters" don't get to the government ministers before it is past this comming summer. The five acre feet per farm is now in the act, and grandfathering your water use is also in there. When this act passes you will need to register your water use in order to protect your supply in the future. It appears the farther back you can prove water use on your farm the better off you will be (grandfathering). 1 would recommend you get a copy of Bill 51 and read it carefully.Kelly Malmberg has been hired by the County and he will be our new Agricultural Field Man, replacing Don Clopton. I beleive he starts on February 1, 1996. He has been working in the County of Paint Earth so he has some practical experience for the job and I wish him much success in his future endeavours here. Update on Bill 51 I attended a meeting in Lethbridge where Bill 51 was discussed and what I previously thought was right may not be so. This speaker in Lethbridge said that registering your historical water use was only good for about 150 cows. According to him you will need to get a licence for any amount over that if you will need it. I would suggest any one interested get a copy of Bill 51 at 1-800-661-5586. I still think this bill favours the acreage squater over all and is designed to make sure they can have water first. If a developer can prove there is enough water in an aquafier to service the present water users then he can go ahead and build a subdivision. A good crowd attended the casino on January 13 despite the miserable weather. The Milo Lions club provided a fun time for all. A delicious barbecue beef supper at midnight, prepared by the Milo Kindergarten was enjoyed by all. After all the tallying was finished the top six money makers picked their horses for the final horserace that would determine the winners. In first place after an exciting, close race was Colleen Bartsch of Milo who won a $1000.00 travel voucher from J D Travel of Lomond.
