Click on the link in the “Related Materials” field to access recent issues.The A Weekly Newsletter for the Faculty and Staff of Western Carolina University Cullowhee, North Carolina March 5, 1982 BIDS CLEAR WAY FOR NEW BOOK STORE Bids were opened Feb. 23 at WCU on a two-story student book and supply store, and apparent low bids totaling $725,578 appear to be within authorized funds for the project. The building will provide 12,800 square feet of finished floor space and will al­low supply store and book rental operations to be combined. To be located on the north side of Reid Gym, it will provide 6,700 square feet of sales area, 1,650 square feet for book rental, and 3,300 square feet of basement storage and receiving space. An additional 3,300 square feet would be an excavated but unfinished base­ment area. The apparent low bidders were: on the general contract, with a bid of $506,543, Sylva building contractor Jerry N. Earley; on the plumbing contract, with a bid of $24,413, Plemmons Plumbing and Heating Co. of Sylva; on the mechanical contract, with a bid of $114,352, 20th Century Heating Co., Inc., of Asheville; on the electrical contract, with a bid of $80,270, Queen Electric of Sylva. Construction time is projected at 230 days. Total cost, including design, contingency, and equipment, will be approximately $800,000 on the self-liquidating project. Architect is Foy and Lee Associates Waynesville. of When completed, the new store will alter the existing road configuration behind Reid Gym, closing the segment adjacent to the tennis court3. Traffic behind the university center will be routed through the upper parking lot on the north side of the center. Alterations to streamline the intersection on the east end of the parking lot (near the university warehouse) are expected. SCIENCE FESTIVAL FEATURES NASA SPEAKER "The Spaceship Earth" is the theme of WCU's fourth annual Science Festival to be held on campus Friday, March 12. It is spon­sored by the WCU Center for Environmental Energy Education and the various science departments at the university. More than 700 selected students and teachers from junior and senior high schools throughout the region are expected to participate. Keynote speaker will be Cary Spitzer, aerospace technologist for NASA's Langley Research Center in Hampton, Va. He will give a lecture and slide presentation on "A Planetary Exploration Sampler" at 9:40 a.m. in Hoey Auditorium. At Langley, Spitzer is on the staff of the Avionics Planning Office, Office of the Director for Electronics, where he plays a major role in defining and developing the NASA aviation electronics research program for the 1980s. He began his NASA career in 1962, conducting research on thermal sensors for models being tested in various wind tunnels at Langley. He joined the Viking Project Office in 1969 as manager of the molecular analysis in­vestigation and later managed investiga­tions of physical and magnetic properties conducted on the Viking lander. He was also deputy director for Operations in the Science Analysis and Mission Planning Directorate of the Viking Flight Team and was deputy Viking Project manager for Langley Research Center Operations. Afternoon guest lecturers for the festival will be Will Hon, marine biologist and director of educational programs at the -2- Marine Extension Center of the University of Georgia, and Garrett Smathers, senior scientist for the National Park Service and adjunct professor of biology at WCU. Hon will talk about "Issues in Using Ocean Resources," and Smathers will discuss "Man's Relationship to the Hydrological Cycle." Opening remarks at 9:30 a.m. in Hoey Audi­torium will be made by Dean John McCrone of Arts and Sciences. Awards will be pre­sented at 2:30 p.m. in Hoey by Vice Chan­cellor Robert Stoltz. NOMINATE COLLEAGUES NOW FOR TEACHING AWARDS Nominations for the 1982 Distinguished Teaching Award will be accepted through March 10 by Fred Hinson, department of biology. The purpose of the award is to encourage, recognize, and reward superior teaching and meritorious performance. Candidates must be nominated by both fac­ulty and students. Teaching faculty mem­bers in their third year of service or more at Western are eligible unless they received the award earlier in the last five years. This year a single recipient will be se­lected. Along with the honor, the recip­ient will be awarded a $1,000 cash award, and a Patrons of Quality scholarship will be presented in his or her name. The top nominee from each school will be recognized as well. QUALLA TEACHER AIDE PROJECT BEARS FRUIT A special WCU program, developed several years ago to increase the number of quali­fied Cherokee Indian teachers on the Qualla Boundary, has produced its first intern teachers. Lillie Larch and Louzett Littlejohn of the Eastern Band of Cherokee Indians are student teaching this semester at Whittier Elementary School under the WCU teacher training program. Both students plan to graduate at the end of the 1982 summer school session with B.S.Ed, degrees in early childhood educa­tion. The program is designed to enable Cherokee Indian teacher aides on the Qualla Boundary to work toward education degrees by taking WCU courses at Cherokee Elementary School during the school year and on the Cullowhee campus during the summers. Courses at the elementary school are taught weekdays after school. "Through this field-based program, Western Carolina University is addressing one of the biggest needs in Cherokee education," said Lawrence Arney, director of the WCU Cherokee Center. "That need is to have more Cherokees teaching Cherokee children on the reservation." To prepare participants to meet the special needs of Indian children, the program em­phasizes topics from Cherokee and other Indian history, culture, and literature whenever possible. Two courses are offered each semester—a required general education course and a professional education course. Mrs. Larch and Mrs. Littlejohn, who began the program in 1979, were employed as teacher aides at Cherokee Elementary until this semester, when they began their in­ternships. After earning their degrees, they plan to seek full-time teaching posi­tions. PROMINENT ECONOMIST TO SPEAK MONDAY Ronald A. Krieger, vice president of Chase Manhattan Bank and former economics editor for Business Week, will give two public lectures at Western on Monday, March 8. Dr. Krieger will discuss "Reagan's Economic Program: What Does It Mean to You?" at 9 a.m. in Forsyth auditorium. At 1 p.m. there, he will talk about "Gold, Inflation, and the Value of Your Money." Both lec­tures are open to the public without cost. Dr. Krieger has been with Chase Manhattan Bank since 1978. In addition to his posi­tion as vice president, he serves as division executive and editor and director of the bank's economic publications. But banking is not his only area of expertise. -3- He is also on the faculty of the Columbia University Graduate School of Journalism, where he co-directs a program in economics and business writing. A well-known economist, Dr. Krieger has written numerous articles on U.S. and world economics for such publications as The New York Times, Business in Brief, The Money Manager, Baltimore Sun, and Challenge: The Magazine of Economic Affairs. Dr. Krieger formerly was head of the de­partment of economics at Goucher College and was economics editor and head of the economics department for Business Week. He was a senior economist at Citibank from 1969 until 1972 and taught international economics at the University of Denver Graduate School of International Studies from 1967 until 1969. A native of Greeley, Colo., Dr. Krieger holds a Ph.D. and master's in economics from the University of Wisconsin. His visit to Western is sponsored by the WCU Visiting Scholars Program and by the departments of economics and finance, ac­counting and information systems, and management and marketing. CIML ASSISTED IN PRODUCING A SANITARIANS resources directory published by the En­vironmental Health Section of the Western North Carolina Public Health Association. The effort seeks to promote the image of sanitarians and provide useful information on more than 100 WNC sanitarians and the health departments in the state's 34 west­ernmost counties and the Qualla Boundary, as well as on services available to the region's environmental health professionals. NAMES IN THE NEWS CONSTx\NCE HEAD (History) presented a paper, "John Wilkes Booth: 1864—Prologue to Assassination," to the Abraham Lincoln Association, Springfield, 111., on Feb. 12. JOHN J. MANOCK (director, Research Admin­istration) has been appointed to the Tech­nical Coordination Committee of the UNC Institute for Transportation Research and Education. He will serve through June 30, 1983. The institute represents university interests, disseminates information, does long-range planning, and works on grants for UNC in the field of transportation. JAMES DOOLEY (vice chancellor, Development and Special Services) conducted the 1982 All-State Reading Chorus of the Florida Vocal Association when it performed for the Southern Division Convention of the American Choral Directors Association in Birmingham, Ala., Feb. 13. WILMOT T. RILEY (Military Science and com­mander of the WCU Army ROTC detachment) has received the Army Achievement Medal. Lt. Col. Riley was commended for retaining 100 percent of Military Science Ill's to IV1s for fall semester, obtaining an 82 percent increase in basic camp attendees, command­ing the advanced camp in an outstanding manner, recruiting the first two four-year ROTC scholarship winners for WCU, and other accomplishments. The A Weekly Newsletter for the Faculty and Staff of Western Carolina University Cullowhee, North Carolina March 12, 1982 TRUSTEES CONSIDER AID CUTS, OTHER FINANCIAL SQUEEZES WCU trustees March 4 went on record as opposing the massive cuts in student finan­cial aid proposed by the Reagan administra­tion for the 1983 fiscal year. Cuts in basic federal student aid proposed in the budget would drop assistance at the national level 51 percent below 1981-82 levels, the board was told. With 68 percent of WCU students receiving some form of financial assistance, the effect of the proposed cuts, Chancellor H.F. Robinson said,.would be "devastating." The budget cuts would reduce basic educa­tional opportunity (Pell) grants by 46 per­cent and work-study funds by 28 percent; the cuts would eliminate altogether sup­plemental educational opportunity grants and national direct student loans. The trustees directed that resolutions ex­pressing their opposition be sent to North Carolina legislators in Congress and the Senate. Board Chairman Wallace N. Hyde of Asheville also urged individual board mem­bers to make their concern known to the state's congressional delegation. Glenn Stillion, vice chancellor for student development, told the board the Reagan bud­get cuts would have these results in the basic federal aid programs: Pell grants would drop from $1,524,448 in 1980-81 to $823,202 in 1983-84, a 46 percent reduction. Supplemental Educational Opportunity Grants that were $97,458 in 1981-82 would be eliminated. Work-study funds would drop from $339,633 to $247,932. National Direct Student Loans that were $81,573 in 1981-82 would be eliminated. The loan program has come under criticism because of high national default rates on repayment. Dr. Stillion said WCU students have one of the lowest default records in the nation, with a rate of about 7 percent. That contrasts to a statewide average de­fault rate in North Carolina of about 22 percent, he said. Dr. Robinson told the board that, if the budget cuts are still in the budget when it is adopted, the nation will have turned its back on a long-established policy of assuring access to higher education for college-age students. C.J. Carter, vice chancellor for business affairs, reported that state budget re­strictions imposed this year require WCU to hold at least 13 positions vacant and to prepare for a 10 percent third-quarter budget reduction. The position action applies to jobs sup­ported by state appropriation in categories subject to the state personnel act and comes on top of a reduction in force man­dated last year. Dr. Carter said, "We are cutting into our permanent cadre of posi­tions and are going to have trouble living with it." He reported that work is expected to start soon on a new $800,000 student book and supply store and on a new $100,000, 120-car parking area near Harri;1 and Albright-Benton residence halls. Dr. Carter also said TVA is now conducting a study on the feasibility of reactivating the old WCU hydroelectric plant on the Tuckaseigee River, a study worth about $35,000. If activated, the plant could produce about five percent of WCU's power demands, Dr. Carter said. Completion of the study is expected in late March or -2- early April. A successful project may en­courage reactivation of other old plants in Western North Carolina, he added. In a series of personnel actions, combining December and March actions, the board: —Approved three administrative appoint­ments: Harold Tyler Blethen III as acting head of the department of history, James Milford Clark as acting associate dean of the School of Education and Psychology, and Quinn Constantz as acting head of the de­partment of health, physical education, and recreation. —Approved promotions for 10 members of the faculty. Promoted to full professor were Frederick Coyle, Evan Firestone, James Nicholl, and Gary Pool, all in the School of Arts and Sciences, and Jane Schulz in the School of Education and Psychology. Blanks, former Peace Corps officer, has been named associate director for international programs for the WCU Center for Improving Mountain Living (CIML). Her appointment was announced March 5 by Chancellor H.F. Robinson. She succeeds F. Mert Cregger in the inter­national post at CIML. Cregger, the first international associate at CIML, now is director of the entire center. Blanks formerly was U.S. Peace Corps coun­try director for Micronesia, country director and program and training officer in Fiji, and Peace Corps district repre­sentative for the Truk District of Micronesia. Because of her work in Micronesia, she was awarded citizenship by the Federated States of Micronesia. She is the only American so honored. Her international ex
