Click on the link in the “Related Materials” field to access recent issues.E=) Reporter January 16, 1987 A Weekly Newsletter for the Faculty and Staff of Western Carolina University / Cullowhee, North Carolina TRACING SOME CURRENTS OF WAR AND PEACE The Paris Peace Conference at the end of World War I had ramifications for the individuals who took part as well as the nations they represented. Besides the major partici­pants—President Woodrow Wilson, Prime Minister David Lloyd George, and the French leader Georges Clemenceau— there were all levels of assistants. Herbert Hoover was an assistant to Wilson, and he in turn had as secre­taries Christian Herter and John Foster Dulles. Each was very close to Hoover and each was later Secretary of State. One of them in later years called the conference a "school for diplomats." History professor Clifford Lovin has only begun to trace the effects on those who went to that "school," but what he has found so far is fascinating. "I began to wonder what was the impact of the Paris Peace Conference on Dulles," Dr. Lovin says. "Were his ideas in the 1950s influenced by his being able to talk to and rub elbows with the greatest leaders of the world in 1918?" John Foster Dulles was able to come along to the conference because he was Robert Lansing's nephew; Lansing was Secretary of State. "And another thing: Why were so many of these young figures at the Paris Peace Conference important later in their own governments?" Even the Chinese delegation included a young man who appeared in the Politburo of a quite different Chinese government later, after Mao came to power, Dr. Lovin says. Some of the young Japanese served important roles in the post-war world. One young man in the French delegation was the last premier of the fourth French Republic, which ended in 1956. "One of the things I'd like to get into," Dr. Lovin says, "is the social interaction of these young people. They are bound to have met people who in turn met other people later on." During Christmas break, Dr. Lovin went to Chapel Hill and Washington to outline his subject and find sources. He picked out one young man from each of five countries, giving preference to those who have papers available. Dulles is an interesting case, Dr. Lovin says, because he became such a hard-line advocate of the Cold War. Dr. Lovin feels his position of feeling we had to be tough with the Communists arose from his experi-Watch for the STAR Box! ence with the Paris Peace Conference and its aftermath. "He saw we weren't tough enough with the Germans," Lovin says. "Maybe we could have avoided the second world war." Although it is widely assumed that Germany was vulnerable to Nazi takeover because the country suffered so much from the punitive conditions laid down by the Paris Peace Conference, Dr. Lovin says that isn't really true. The Germans were already, in 1919, trying to make sure they would later be able to claim the conditions were unjust, but they caused problems in their economy themselves. When the Depression hit, it hit Germany harder because of the country's ties to the United States. Policies during Hitler's Third Reich—up to and during World War II—have been the subject of Dr. Lovin's research in recent years. Because resources on Nazi history are all in Germany and difficult to get to, he has shifted his attention to the young men in Paris, and Herbert Hoover's role in particular. Meanwhile, his article on "Farm Women in the Third Reich" has just appeared in Agricultural History. Dr. Lovin has discovered serious contradictions between Hitler's intentions and his actions regard­ing the wives of farmers in his time. Hitler said the importance of women on the farm had not been recognized and he intend­ed to improve their status and income. He said they should be seen as full partners in the work of the farm. "What this really meant was that women ought to work more," Dr. Lovin says. Because Hitler actually saw women as inferi­or, though necessary, he had to emphasize their procreational abilities, Dr. Lovin says. "But that came into conflict with the work," he adds, because studies in the late '30s showed that grueling farm work interfered with procreation. "Hitler's program was to make life more meaningful for them, but it made their lives worse." After the war effort began, Dr. Lovin says, women in the cities were going to work in spite of the traditional German emphasis on "Kirche, Kuche, Kinder" (church, kitchen, children) as the proper sphere for women. On the farms, women had to work even harder than before because their husbands went to work in industry or into the military. "By the end of the 1930s, farmers wouldn't let their daughters marry farmers. The life was too hard," he says. German women might have accepted the situation, Dr. Lovin says, but the Nazi ideology produced a law that farms could only be inherited by one person, the male heir. This meant that farmers were reluc­tant to go to war, not knowing how their wives would be taken care of if they were killed. The military put pressure on Hitler to change the law, and in 1943 it was modified to allow men to designate their wives as principal inheritors. "Women could be pushed around a lot, but when it came to this point, there was a reaction on the part of women and also on the part of men," he says. NEW VICE-CHANCELLOR APPOINTED John H. Wakeley, dean of the college of arts and sciences at Memphis State University, will become the new vice-chancellor for academic affairs at Western, assuming his duties here in March. He will succeed Judith M. Stillion, interim vice-chancellor. At Memphis State, Dr. Wakeley directs a faculty of about 300 members in 15 depart­ments and several research and instruction­al centers. The school has an enrollment of about 2,400 undergraduate majors and 700 graduate students. Dr. Wakeley has been dean at Memphis State since 1980. Earlier, he was chairman of the department of psychology at Michigan State for seven years and was a faculty member and administrator in various capaci­ties there from 1964 until 1980. He was an instructor at N.C. State, from which he received his master's degree. He received his bachelor's degree from the College of Wooster and his Ph.D. in psychology from Michigan State. The board of trustees endorsed Chancellor Coulter's recommendation of Dr. Wakeley in December and the recommendation went to the UNC Board of Governors January 9. The board of trustees in December also named Max R. Williams head of the department of history, effective Jan. 1, and John L. Bell interim dean of the School of Arts and Sciences, effective Feb. 1. Dr. Williams succeeds Gordon McKinney, who is returning to the teaching faculty. Dr. Bell succeeds John McCrone, who has accepted appointment to an endowed chair in parks and recreation management at Clemson University. MICHAEL B. BALLARD (former assistant archivist), now archivist at Mississippi State University, has published a book which is the winter selection of the History Book Club. It is entitled A Long Shadow: Jefferson Davis and the Final Days of the Confederacy and is published by the University of Mississippi Press. JIM NICHOLL (head) and JIM ADDISON (English) attended an N.C. Writing Directors meeting in Charlotte Oct. 31. Dr. Addison also presented a session on "Project All-Write: A Workshop Model" at the 17th annual conference of the N.C. English Teachers Association. Dr. Nicholl attended an N.C. Writing Project reunion. KENDALL W. KING (associate dean, Research and Graduate Studies) reported the past year's new initiatives in support of faculty scholarly, teaching, and service projects by the Office of Research and Graduate Studies in a poster session at the annual meeting Nov. 2- of the National Council of University Research Adminis­trators in Washington, D.C. KERR F. WATSON, MYRON J. LEONARD, and KEITH STEPHENS (Management and Marketing) recently presented papers at the annual meeting of the Allied Southern Business Association. Professor Watson's paper was titled "Organizational Cultures and the Use of Strategy Implementation Mechanisms: An Application of Multiple Discriminant Analysis." The paper by Dr. Leonard and Dr. Stephens was on "Marketing Students' Attitudes Toward Careers in the Financial/Investment Services Sector." DONALD L. LOEFFLER (head) and J.C. ALEXANDER, JR. (Speech and Theatre Arts) attended the 14th annual Speech Communi­cation Association's convention in Chicago, 111., Nov. 13-16. This year's theme was "Management vs. Leadership: A New Look at an Old Problem." Dr. Loeffler presented a paper on "Pitfalls and Pratfalls: The Perils of the B.F.A. Program." Dr. Alexander participated in a seminar, "Com­munication Ethics: Research and Instruc­tion," and a short course, "Research: The Liberal Religious Movement in American Public Address." JANE HALL (Home Economics), JENNIE HUNTER (Administrative Services), and GEORGE REESER (Industrial Education and Technology) presented programs at the annual conference of N.C. Council of Vocational Teacher Educators in Topsail Beach Nov. 9-11. The conference theme was "Marketing Vocational Teacher Education." Dr. Hall conducted a workshop on "The Pride Program." Dr. Reeser and Professor Hunter conducted one on "Improving Your Image." E. DUANE DAVIS and WILLIAM D. HYATT (Criminal Justice) have been appointed to the advisory board for The Justice Profes­sion, a journal dealing with criminal jus­tice education, ethics, and professional­ism. The journal presents articles on issues related to the police, courts, corrections, security, and social justice. EVA ADCOCK (Music) received a brass plate honoring her service to junior high school populations from the Junior High School Section of the N.C. Music Educators at the group's conference in Winston-Salem Nov. 17. She gave a workshop and demonstration on middle and junior high general music choral techniques for the first days of the school year. For the demonstration, she used a student group from Fl^t Rock Junior High whose director is Leslie Setzer, a WCU graduate. Dr. Adcock met the students for the first time at the workshop. MARY KAY COOLEY, who was an adminis­trative assistant in the international pro­grams division at CIML, is now coordinator of administrative services for the N.C. Center for the Advancement of Teaching. She was previously principal of the International School of the Sacred Heart in Tokyo. WILBURN HAYDEN (head, Social Work) has been nominated treasurer of the National Association of Social Workers. JEFF NEFF (Geography) participated in the 41st annual meeting of the Association of American Geographers, Southeastern Division, Nov. 23-25 in Lexington, Ky. He represented North Carolina on a panel on "State Geographical Societies: Catalysts for Change" and was a discussant to a paper on barriers to geographic literacy in public schools. The SEDAAG membership voted to accept a joint WCU-ASU invitation to hold the 1991 meeting in Asheville; Dr. Neff will serve as local arrangements chairman. MICHAEL CREASON (Health, Physical Education, and Recreation) received the N.C. Association of Intramurals and Sport Clubs Award at the convention of the N.C. Alliance of Health, Physical Education, Recreation, and Dance Nov. 21 in Greens­boro. The award is for outstanding leader­ship and service to intramural and sport groups at schools throughout the state. JOE CREECH (director, Academic Services) has been invited by UNC President C.D. Spangler to serve as a member of the Joint Committee on College Transfer Stu­dents for a four-year term that began January 1. The committee, sponsored by the N.C. Association of Colleges and Universi­ties, makes recommendations for alleviating problems of articulation, primarily between two-year and four-year institutions. UNC provides staff and helps appoint members, along with the State Board of Community Colleges and the Association of Independent Colleges and Universities. HEYDAR POURIAN (Finance) presented a paper, "The Multinational Corporation and Transnational Risk," during the Allied Social Sciences Association's annual conference in New Orleans Dec. 28. MORE THAN A MILLION FOR WCU Between July 1 and December 1, more than $1.5 million dollars in grants and contracts came into the university. Receipts in July included $381,793 from the N.C. Department of Human Resources to support 1986-87 programs of the Develop­mental Evaluation Center (Hoyt Ponder) and $100,338 from the U.S. Department of Edu­cation to support the Trio Program (Diane Hoffbauer). The N.C. Department of Human Resources also granted $89,060 for chil­dren's special health services (Michael Smith). Four grants totalling $27,500 came from the U.S. Department of State for biosphere and wilderness programs supervised by Dean John McCrone. WNC Tomorrow provided $13,225 for a training session offered by Susan Smith at CIML to North Carolina teachers on pollu­tion prevention and toxic substance manage­ment. Mountain Projects provided $2,040 to train Child Development Associates for its Head Start programs (Davia Allen). From August through October, six Head Start programs supplied funds for Dr. Allen's work training CDAs. Four Square Community Action provided $2,411, Western Carolina Community Action $2,076, Opportunity Corporation $4,102, Mountain Projects $2,040, Qualla Boundary $1,200, and Programs for Progress $1,805. Also in August, CIML received $30,000 from the Children's Trust Fund for AgeLink (Marsha Crites) and $40,000 from the Economic Development Administration for Smoky Mountain Development Corporation (Tom McClure). The U.S. Department of State provided another $1,000 to supplement Dean McCrone's work on the U.S. Inventory of Macroreserves. In September, the U.S. Department of Health and Human Services granted $63,785 for Roger H. Lumb's research on surfactant recycling in Type III pneumocytes of lung and $20,000 for Child Welfare Traineeship Grants handled by Karen Tice (Social Work). The U.S. Department of Education provided $5,044 in supplemental funds for Coopera­tive Education, and TV A granted $6,000 to the integrated regional resources manage­ment training program (Dick Berne). In November, TV A granted another $4,000 to field test a sixth-grade unit of the Energy Sourcebook and $5,000 to supplement Dr. Berne's work with Environment/Energy Education workshops for public school teachers. In October, Trio Programs received a sup­plement of $2,093 from the U.S. Department of Education for a Learning Disabilities Training Project. The following month the Department of Education gave $91,414 for Talent Search 1987-88 (Muffie Tatum) and another $187,795 for special services for disadvantaged students (Diane Hoffbauer). The DEC (Hoyt Ponder) received $86,687 in October from the N.C. Developmental Disabilities Council for early childhood intervention services and $35,000 in November from the N.C. Department of Human Resources for additional positions. Also in October, American Telephone and Telegraph Co. provided $101,089 to train teachers and students to meet state compu­ter literacy requirements (Charles Martin). The N.C. Arts Council gave $2,000 to sup­port an exhibit of ceramics by Norm Schulman at the University Center (Tim Jacobs). And the N.C. State Board of Community Colleges provided $86,743 for Western's vocational and technical instructor project through Academic Services. In November, the U.S. Department of Health and Human Services granted $151,167 for an Allied Health Careers Opportunity Program with Franklin Carver. The Institute of Museum Services provided $14,178 to the Mountain Heritage Center as operating support for 1987. The U.S. Department of State granted $5,000 for the Sonoran Desert Biosphere Reserve Program MAB-8 and $5,000 for a Cooperative Baseline Research (PULSE) project (John McCrone). Shan Manickam (Mathematics) and Bill Medaris (Industrial Education and Technology) received a grant of $12,188 from the National Science Foundation for an integrated microprocessor development system. The Area Board of Mental Health, Mental Retardation, and Substance Abuse provided $8,100 for an internship agreement between Blue Ridge Center and Western's Psychology Department (Bruce Henderson), and the Davie County Department of Social Services provided $4,473 for evaluation of adult protective services (Joel S. Milner). Also in November, the Speech and Hearing Center (Michael Smith) received $40,203 from the U.S. Department of Education to prepare personnel in speech-language pathology and $4,007 from the N.C. Department of Human Services for speech and hearing services to children. WESTERN TOPS GOAL Western shot way over the top of its United Way goal in the 1986-87 campaign, which concluded around Thanksgiving. With a goal of $10,000, university employees pledged to give almost $14,000 for Jackson County United Way agencies and organizations, in­cluding Scouts, Red Cross, sporting groups for young people, efforts for the elderly and others with special needs, the school music program, and others. In addition, WCU personnel pledged more than $3,000 for organizations outside the county. Of the gifts, $13,839 or 81.3 percent was pledged for United Way agencies. Another 15 percent, or $2,558, was pledged for national health agencies, and independent agencies will receive $633, or 3.7 percent. Only $152 of university pledges was undesig­nated. This will be distributed on the same percentages as the designated gifts, with $123.58 going to United Way agencies, $22.80 to national health agencies, and $5.62 to independent agencies. From the total gifts, both designated and undesignated, United Way agencies will re­ceive $13,962.58, national health agencies $2,580.80, and independent agencies $638.62. That's for a grand total of $17,182! NEWS BRIEFS Retirement Planning - For a limited time, two videos from TIAA/CREF are available in the University Media Center for your view­ing. "Looking Forward to Retirement" is 18 minutes long and "Planning Today for Tomor­row" is 11 minutes. These are appropriate for staff as well as faculty, especially the shorter video. They may be viewed during regular Media Center hours (8 a.m.-9 p.m. Mon.-Thurs., 8 a.m.-7 p.m. Fri.). Singer Tonight - Jane Sapp, singer, pianist, and songwriter, will perform songs of the civil rights freedom movement in the Cherokee Room of Hinds University Center Friday, Jan. 16, at 8 p.m. The concert is sponsored by the N.C. King Remembered - Chancellor Myron Coulter is the featured speaker at a memorial service for Martin Luther King, scheduled for Thursday, Jan. 13, at 7:30 p.m. in the Music-English Recital Hall. Although the national holiday honoring Dr. King is Monday, January 19, January 13 is his birthday and that is the day Dr. Coulter has proclaimed Martin Luther King, Jr., Day at Western Carolina University. The convocation will include special music, and the public is invited. Sociology Spotlight - A Sociology Re­search Symposium held on Tuesday, Nov. 18, in the Mountain Heritage Center brought 160 students to the 90-seat auditorium. Stu­dents crowded out both doors to hear these six faculty presentations: Jo Ann Hickey on "The Role of Change Agents in Interna­tional Development"; Finn Esbensen on "Criminological Theory and Criminal Justice Policy"; Don Pfost on "The Political Econ­omy of Social Issues"; Tony Hickey on "Rural Community Development and Social Change"; Ed Price on "The Bilateral Nuclear Weapons Freeze as a Social Movement"; and Gordon Mercer on "Sociological Theory: Thoughts of Albert Einstein on the Modern State." Research appointments - The National Research Council has announced its 1987 Resident, Cooperative, and Postdoctoral Research Associateship Programs for re­search in the sciences and engineering to be conducted in behalf of 26 federal agen­cies or research institutions in the U.S. The programs provide Ph.D. scientists and engineers of unusual promise and ability with flexible research opportunities. Dead­lines remaining are April 15 and August 15. Special School - The Local Government Training Program of CIML and the Institute of Government at UNC-Chapel Hill cospon-sored a school for county commissioners Dec. 3-5 at the Ramsey Center. Commis­sioners throughout the state were invited to attend. Grants Workshops - Five workshops are being planned for faculty members in each of five broad disciplinary areas. The Graduate School will run them with help from experienced WCU faculty. Each work­shop will begin with a Monday session from 3 until 5 p.m. and conclude with a Thursday session from 3 until 5 p.m. They will cover the role of grants in faculty teach­ing and scholarship and the university mission, the services of the Graduate School, and tips for proposal writers. Participants will draft anonymous grant applications to be discussed at the second session. A workshop for faculty in natural sciences and technology is scheduled for Monday, Jan. 19, and Thursday, Feb. 5; one for behavioral sciences faculty Jan. 26 and Feb. 12; one for humanities faculty Feb. 2 and Feb. 19; one for arts faculty Feb. 9 and Feb. 26; and one for education faculty Feb. 16 and March 5.
