State and County Coastal Coordination Project Final Report: Salem County, New Jersey

This report represents the culmination of Salem County's participation in the Coastal Coordination Project, which involves contracts between the Department of Environmental Protection - Office of Coastal Zone Management (DEP-OCZM) and the twelve coastal counties. The basic responsibilities under the terms of the agreement were: critical review of DEP-OCZM program proposals and submission of recommendations; analysis of the consistency between local plans and ordinances and State coastal policies; and the provision of information concerning the coastal program to municipal officials and the general public. The report is partially based on previously submitted reports and comments, as well as additional information and analysis. Separate recommendations are presented for the two segments of the coastal zone within Salem County, the Bay and Ocean Shore Segment and the Delaware River Area. Contents include: county character; county implications of the coastal program; boundary and policy recommendations; local legal inventory; consistency evaluation; adminstrative and legal recommendations; county planning board as coastal clearing house; and five appendices.Prepared under the terms of contract to the New Jersey Department of Environmental Protection, Division of Marine Services, Office of Coastal Zone Management, with financial assistance under the provisions of Section 305 of P.L. 92-583, Coastal Zone Management Act of 1972.Purpose: To present the culmination of Salem County's participation in the Coastal Coordination Project
