In 2006, the State of New Jersey held a competition to transform a portion of Trenton's historic, yet underutilized, waterfront into an urban state park. Wallace Roberts & Todd's (WRT) winning proposal for the New Jersey Capital Park re-casts Trenton as a great waterfront city and a heritage destination. The fourth and final chapter of the master plan sets out strategies for creating the park, including an environmental plan, provides a preliminary estimate of costs, and suggested phasing.
