THE INCLUSION OF THE DISABLED PERSON IN THE LABOR MARKET IN BRAZIL: IN SEARCH OF THE EFFECTIVENESS OF THE AGENCIES OF THE NATIONAL EMPLOYMENT SYSTEM

The present scientific research work, the result of a research project of the Higher School of Public Prosecution of the Union, aims to analyze the functioning of agencies of the National Employment System - SINE in relation to the inclusion of people with disabilities in the labor market. The issue is the persistence of the reduced number of people with disabilities in the labor market, even Brazil having one of the most advanced legislation in the world in terms of inclusion of this group, including the reception of the International Convention on the Rights of Persons with Disability received with status of constitutional norm; and what is the role played by SINE agencies for the social effectiveness of protection standards, responsible for the referral of the largest number of people in the vulnerable group to the companies. The methods used are theoretical-bibliographic and empirical-inductive, based on both documental and bibliographic research, as well as the micro-data analysis of the SINE Manpower Intermediation Management Base from the years 2012 to 2017. Proposals are presented in the perspective of the improvement and greater effectiveness of this important network of employment intermediation of people with disabilities.
