Teaching Major in Additional Languages English and Spanish: recontextualzation of curricular policies of teacher education

This dissertation project aims at understanding how the curricular policy to teacher education - represented here by the reports and normative resolutions elaborated by the National Board of Education - is recontextualized in the context the Political Pedagogical Project of the course Letras: línguas adicionais Inglês/Espanhol e Respectivas Literaturas [Languages: additional languages English and Spanish and corresponding literatures] of Federal University of Pampa – UNIPAMPA. In this sense, by adopting the reconceptualization concept, which was developed by Basil Bernstein, it is intended to analyze how the national teacher education curricular policies are changed in the pedagogical project of this specific course. As general objectives, this study aims at characterizing the social political context that has influen ced the elaboration of the official documents that constitute these policies; understanding its textual materiality and also understanding how the pedagogical device theory developed by Basil Bernstein can be used as a theoretical support for studying curricular policies. In order to reach the goals of this study, it is adopted, as a methodological framework, the qualitative approach. Based on this approach, it was chosen for the development of this research, as a way to collect data, the documental analysis. The documents that will be part of the scope of this study are indicated on the Pedagogical Project of the Additional Languages course as the ones that guide its elaboration. Thus, they correspond to the reports and normative resolutions elaborated by the National Board of Education from 2001 to 2011 that deal with the curricular policy of teacher education, in general, and specifically, to the curricular policies related to courses of Languages. The documents selected to constitute the scope of this study will be analyzed through the use of the research technique known as content analysis and also the methodologic theoretical support related to the slogans of the educational policy. In this study, it were identified the following categories of analysis: competence, theoretical-practical experience and flexibility. The study has shown that when the national policies to teacher education are recontextualized in the pedagogical project of the course Letras Línguas Adicionais of UNIPAMPA they are resignified in a way that the leading concepts of the policy that value the education of subjects that are able to contribute in the process of the capital logic maintenance are reinterpreted and associated to principles that points to a broader education of the subject.Sem bolsaEsta dissertação tem como objetivo geral compreender como a política curricular para a formação de professores - representada neste estudo pelos pareceres e resoluções do Conselho Nacional da Educação - é recontextualizada no contexto do Projeto Pedagógico de Curso (PPC) do curso de Letras Línguas Adicionais Inglês/Espanhol e Respectivas Literaturas da Universidade Federal do Pampa – UNIPAMPA. Nesse sentido, a partir do uso do conceito de recontextualização desenvolvido por Basil Bernstein, busca-se analisar de que forma as políticas curriculares nacionais para a formação de professores são modificadas no Projeto Pedagógico do referido curso. Busca-se, também, caracterizar o contexto político-social que influenciou a elaboração dos documentos que compõem estas políticas; compreender sua materialidade textual e ainda, compreender como a teoria do dispositivo pedagógico desenvolvida por Basil Bernstein pode ser utilizada como aporte teórico para o estudo das políticas curriculares. A fim de atingir os objetivos elencados, adota-se, como referencial metodológico, a abordagem qualitativa. A partir dessa abordagem, elegeu-se para o desenvolvimento da pesquisa, como forma de coleta de dados, a análise documental. Os documentos que constituem o escopo deste estudo estão indicados no PPC do curso de Letras Línguas Adicionais como aqueles que nortearam a sua elaboração. Correspondem, assim, aos pareceres e resoluções do Conselho Nacional da Educação (CNE) publicados entre os anos de 2001 e 2011 que versam sobre a política curricular de formação de professores, de modo geral, e, de modo específico, as políticas curriculares relativas ao contexto do curso de Letras. No presente estudo, os referidos documentos são submetidos à técnica de pesquisa denominada análise de conteúdo e aos subsídios teórico-metodológicos relacionados aos slogans da política educacional. No estudo, foram identificadas as seguintes categorias de análise: competência, experiência teórico-prático; autonomia e flexibilidade. Verifica-se, assim, a forma como cada um desses conceitos é ressignificado no contexto do PPC do curso de Letras Línguas Adicionais da UNIPAMPA. O estudo mostra que as políticas nacionais para a formação de professores ao serem recontextualizadas no referido documento são ressignificadas de modo que os conceitos norteadores da política que valorizam a formação de sujeitos que contribuam no processo de manutenção da lógica do capital são reinterpretados e associados a princípios que apontam para uma formação mais ampla do sujeito
