RULES AND REGULATIONS FOR

The purpose of these Rules and Regulations is to provide a uniform, comprehensive and effective guiding principles and policies for personnel administration for the University, consistent with the provisions of the the University Act. Consequently, the revised Staff Rules and Regulations as approved by the University Council embody the fundamental conditions of service and the basic rights, duties, and obligations of all categories of staff of the university. Prior to its approval, the Staff Rules and Regulations of 1994, precisely fifteen (15) years old, was reviewed and amended by a special Committee on Rules and Regulations to bear relevance with the reality of the present time and so it includes amongst others; introduction of scoring system for promotion and appointment of academic staff, the re-composition of Appointments and Promotions Committee for Academic Staff (APCAS), re-composition of Appointments and Promotions Committee for Non-Teaching Staff (APCONTS), clear-cut conditions for sabbatical leave, re-composition of Staff Disciplinary Committee etc. The revised Rules and Regulations also emphasize that recommendations of Staff Disciplinary Committee and appeals against decisions of Council Committees such as the Staff/Students Disciplinary Committees, APCAS/APCONTS, which were hitherto considered by these Committees now go directly to Council. These Rules and Regulations deal with the other concrete aspects of personnel policy such as appointments, promotions, leave and passages, staff discipline, loans, advances and allowances, retirement in line with the compulsory contributory Pension Act of 2004 and Group Life Insuranc
