Its contents convey the general tone and direction of the discussion, but its recommendations do not reflect a unanimous position reached by all the members of the Task Force, nor do they represent the views of all the institutions to which the members belong. The main body of the report was prepared by the rapporteurs, taking into account the many comments they received from the Task Force members. A list of participants and invited guests and speakers appears at the end of this report.
