Its contents convey the general tone and direction of the discussion, but its recommendations do not reflect a unanimous position reached by all the members of the Task Force, nor do they represent the views of all the institutions to which the members belong. The main body of the report was prepared by the rapporteurs, taking into account the many comments they received from the Task Force members. The rapporteurs are Karel Lannoo, CEPS Chief Executive and head of its financial markets research programme, and Jean-Pierre Casey, Research Fellow at CEPS.
