LCC för vägbyggnad : en litteraturstudie

This research report is a literature review of published material, mainly in English and Swedish, in the field of "life cycle costing" (LCC) within the road construction industry. The report covers a general introduction to the LCC-concept and specific issues regarding the application of LCC within the road construction industry. Within the road construction industry large scale investments are carried out every year. In Sweden the current amount of investments is 8 billion SEK. Roads are long term investments that in practice never are taken out of operation. Despite this investment decisions are almost exclusively based on the investment cost alone.The future operational and maintenance costs for modern roads has been discussed at least since the middle 19th century. The modern concept of LCC was developed by the United States department of defence initiated in the early 1960´s to rationalise and optimise the public procurement process. In the United States the concept of LCC has been a pressing issue since the 1960´s. During a short period in the 1990´s the consideration of LCCA at large road, bridge and tunnelling projects was a formal requirement stated in federal law. The law, however, got annulled shortly after it was instated and instead was formulated as a recommendation. In the European construction industry the concept of LCC has been most frequent in the field of building construction, where energy efficiency currently is a pressing issue.The concept of LCC partly refers specifically to the analysis (LCCA), but also works as an umbrella term for a number of methods with the same purpose, that of considering an investment from a cost perspective that involve the whole life cycle of the asset. There exist many other terms with the same or similar significance as LCC, for example WLC and WLA. The purpose of an LCCA is to contribute with basic data to a decision process by quantifying an assets aggregated costs over its defined lifecycle. LCCA is mainly used to provide for a basis for decision and as a tool for evaluating investment/procurement. A LCCA is a model that has to be limited by certain boundaries. The boundaries define what is studied, the time perspective, the costs considered and the influence of the surrounding world. Different economical methods for LCC are presented; the most commonly used is the Net present value (NPV) method.I the construction industry the chain of economic decisions can be considered both form a hierarchic and a chronological perspective. In this report three system levels suitable for studying roads from a road agency perspective are defined as the following; road transportation system level, project level and component level. The chronological perspective is constituted by the Swedish road administrations (SNR) different stages in the construction process. This process is of today not accommodated for LCC. Three categories of cost carriers relevant for LCC within the road construction industry are defined. They are agency, road user, societal.LCC within the road construction industry are treated. Most commonly road construction is performed through public procurement. The choice of contract form is in the hands of SNR and the choice of contract largely affects who carries the responsibility of the LCC-aspects in the project. Today most of the procurements are done through either Design-Bid-Build or Design-Build contracts with short guarantee periods. This makes the incentive for using LCC very low for the contractor. By choosing for example a Design-Build-Operate contract or a Public Private Partnership contract the incentive for LCC becomes bigger to the contractor. The report presents an overview of tools available for LCCA in Sweden and the world. The majority of the tools presented are found at the component level. The tools currently used in a formalized manner as a part of the construction process can be found at higher socioeconomic levels. LCCA is used for analysis at the component level in a fairly extensive way in the United States but not in the current situation in Sweden.Barriers for LCC is considered to be a lack of base data, lack of acceptance of a common model, organizational barriers and flat-rate operation and maintenance costs in decision tools. An obvious opportunity with LCC is to make money in the long run, but it can also contribute as a driving force for change in current key functions such as monitoring and encouraging technological development and participation among all parties in the construction process. For LCCA to be a powerful tool in the long term perspective it requires that the LCCA is easy to use, reliable base data is available, the LCC process is formalized in all stages of the construction process, the outcomes from the earlier investment are monitored and communicated between the various system levels in the organization and a foreseeable time horizon for LCCA in the construction process.Denna forskningsrapport är en litteraturgenomgång av publicerat material på främst engelska och svenska om "life cycle costing" (LCC) inom vägbyggnadssektorn. Rapporten inleds med en allmän genomgång av LCC följt av specifika frågeställningar för vägbyggnadssektorn. Inom vägbyggnadssektorn sker årligen stora kapitalinvesteringar, för närvarande ca 8 miljarder kr i Sverige. Vägar är långsiktiga investeringar som i praktiken aldrig tas ur bruk. Trots detta baseras nästan uteslutande investeringsbeslut endast på investeringskostnaden.Framtida drift och underhållskostnader för moderna vägar har diskuterats åtminstone sedan mitten på 1800-talet. Det moderna begreppet LCC har utvecklats av det amerikanska försvarsdepartementet på tidigt 1960-tal för att effektivisera och optimera den offentliga upphandlingen. I USA har begreppet inom vägbyggnadssammanhang varit aktuellt sedan 1960-talet och en kort period under 1990-talet var det ett formaliserat krav i federal lag att beakta LCC vid större väg, bro och tunnelprojekt. Lagen annullerades dock inom kort och formulerades om till en rekommendation. I byggbranschen i Europa har LCC varit mest aktuellt inom husbyggnadsbranschen där energieffektivisering den senaste tiden varit en drivande aspekt.Begreppet "life-cycle cost" (LCC) syftar dels specifikt på Livscykelkostnadsanalys (LCCA) men även som samlingsnamn för en rad metoder med samma syfte, dvs. att beakta en investering ur ett kostnadsperspektiv som omfattar hela investeringens livstid. Det existerar begrepp med samma eller liknande innebörd som LCC, t ex WLC och WLA. Syftet med en LCCA är att kvantifiera en tillgångs sammanlagda kostnader över dess livstid för att bidra med underlagsdata till en beslutsprocess. LCCA används primärt som beslutsunderlag vid investeringsbeslut och som utvärderingsverktyg vid investering/upphandling. En LCCA är en modell som måste begränsas med en systemgräns. Systemgränsen definierar vad som studeras, i vilket tidsperspektiv, vilka kostnadsposter som beaktas och omgivningspåverkan. Olika kalkylmetoder för LCC presenteras, den vanligaste kalkylmetoden för LCC är Nuvärdesmetoden. I byggbranschen kan den ekonomiska beslutsgången beaktas ur både ett hierarkiskt systemperspektiv och ett kronologiskt tidsperspektiv. I denna rapport identifieras de tre systemnivåerna Vägtransportsystem, Projekt och Komponent som lämpliga att studera ur ett väghållarperspektiv. Det kronologiska tidsperspektivet som utgörs av Vägverkets byggprocess anses i dagsläget inte anpassad för LCC. Tre kategorier för vilka de ekonomiska poster relevanta för LCC inom vägbyggnadssektorn identifierades till Huvudman/väghållare, Trafikant och Samhälle/övrigt.Oftast sker vägbyggande genom upphandling. Valet av upphandlingsform är en fråga som Vägverket äger och påverkas i stor grad vem som behandlar LCC-aspekterna i projektet. I dagsläget sker de flesta upphandlingar med total eller utförandeentreprenad med korta garantitider där incitamentet för LCC är lågt för entreprenören. Genom val av entreprenadformer som t ex funktionsentreprenad eller offentlig-privat samverkan (OPS) blir incitamentet för LCC hos entreprenören större. I rapporten redovisas en genomgång av verktyg tillgängliga för LCCA i Sverige och världen. De flesta av de genomgångna verktygen återfinns på komponentnivå. De verktyg som i dagsläget är formaliserade i byggprocessen återfinns på högre samhällsekonomiska nivåer. LCCA används för analyser på komponentnivå i ganska stor utsträckning i USA men i dagsläget inte i Sverige.Hinder för LCC anses vara brist på underlagsdata, acceptans för gemensam modell saknas, organisatoriska hinder, schabloniserad drift och underhållskostnad i beslutsverktyg. En given möjlighet med LCC är att tjäna pengar på sikt, men LCC kan även bidra som en positiv drivkraft för förändring gällande viktiga funktioner så som uppföljning och samt uppmuntran till teknisk utveckling och delaktighet mellan alla parter i byggprocessen. För att LCCA ska bli ett effektfullt verktyg på sikt krävs att LCCA är praktiskt genomförbar, tillförlitlig underlagsdata finns tillgänglig, en formaliserad LCC-process i alla led av byggprocessen, att uppföljning av utfall från genomförda investeringar sker, att LCC-resultat kommuniceras mellan de olika systemnivåerna, en överblickbar tidshorisont för LCCA i byggprocessen.Godkänd; 2010; 20100119 (joafor
