He entered the Indiana University, Bloomington School of Law in 1962, earning his LL.B in 1965 and his J.D. in 1968. He served as the Jasper County Prosecuting Attorney from September 6, 1967 to July 1, 1986, and he maintained a private law practice in Remington during these 21 years. On July 1, 1986, Governor Robert Orr appointed Fisher to the newly-created Indiana Tax Court. Judge Fisher served as the Judge of the Tax Court until his retirement on January 16, 2011.
