William Irwin Garrard was born in Indianapolis, Indiana, on October 16, 1932. He was raised in Frankfort, Indiana, where he graduated from Frankfort High School in 1950. Garrard then attended Wabash College earning his B.A. degree in 1954. After college, Garrard served in the US Army for two years. He enrolled at the Indiana University School of Law in 1956 and received his JD degree, Order of the Coif, in 1959. After law school, Garrard began his legal career with the Warsaw, Indiana, firm Graham, Rasor, Eschbach & Harris. He remained with the firm for the next 15 years, while concurrently serving as Deputy Prosecutor from 1959 to 1969. In 1974, Governor Otis Bowen appointed Garrard to the Indiana Court of Appeals.
