Políticas públicas e instâncias de governança turística: um estudo no Polo Seridó Potiguar no período de 2003 a 2014

The main objective of this study was to analyze the main actions taken and difficulties encountered by public arenas in the planning process and tourist hub management Seridó / RN. Already the specific objectives were: a) characterize the "Instances of governance" of tourism in the Seridó region; b) raise the profile of the different actors in the public arenas discussing tourism; c) investigate the mechanisms of stakeholder participation in decision-making processes and their roles in the productive chain of tourism; d) identify the main actions already effective on the pole related to the regional development process. The methodological procedures used were literature and documentary, with exploratory / descriptive. The research adopts a qualitative approach using as data collection instruments semi-structured interviews. To address the data has adopted the content analysis technique, furthermore, it was made a photographic record in order to get images that can contribute to the research. It was concluded that the establishment of the governance body in tourism, It is making possible new discussions of management and tourism planning in the Potiguar Seridó region. It was also observed that there are difficulties that compromise the growth of tourism in the region, and that the actions taken by the governance body of the Polo Seridó are still off, a factor that interferes with the socio-spatial dynamics and own tourism development in the region.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES)O principal objetivo deste trabalho foi analisar as principais ações realizadas e dificuldades encontradas pelas arenas públicas no processo de planejamento e gestão do polo turístico Seridó/RN. Já os objetivos específicos foram: a) caracterizar as “Instâncias de Governança” do turismo na região do Seridó; b) levantar o perfil dos diferentes atores que compõem as arenas públicas que discutem o turismo; c) investigar os mecanismos de participação dos atores nos processos decisórios e seus papéis na cadeia produtiva do turismo; d) levantar as principais ações já efetivadas no polo relacionado ao processo de desenvolvimento regional. Os procedimentos metodológicos utilizados foram a pesquisa bibliográfica, bem como documental, tendo caráter exploratório/descritivo. A pesquisa adotou a abordagem qualitativa empregando como instrumentos de coleta de dados entrevistas semiestruturadas. Para tratar os dados foi adotada a técnica de análise de conteúdo, além disso, foi realizado um registro fotográfico com vistas a levantar imagens que possam contribuir com a pesquisa. Com isso foi possível concluir que a constituição da instância de governança em turismo, vem possibilitando novas discussões acerca da gestão e planejamento do turismo na região Seridó Potiguar. Observou-se ainda que existem dificuldades que comprometem o incremento do turismo na região, bem como que as ações desenvolvidas pela instância de governança do Polo Seridó ainda são pontuais, fator este que interfere na dinâmica socioespacial e no próprio desenvolvimento turístico da região
