Mise en œuvre du dispositif de scolarisation : rapport renouvelé aux familles des professionnels en institution spécialisée et à l’école primaire ?

International audienceIn France, the school system, while encouraging the school attendance of designated children with disabilities in the ordinary environment, allows to a lesser extent the shared schooling or schooling within the teaching units of the Educational Medical Institute. The latter accommodate a population of children and adolescents of extreme diversity, whose needs for care depend on it. The law of January 2, 2002-2, grants the user a "direct participation (...), to the design and implementation of the project of reception and accompanying that concerns him" (Art L311-3) , Guaranteeing him the possibility of exercising his right as a citizen and taking his word into consideration. On the other hand, the law of 11 February 2005 stipulates that a child must be enrolled as a priority in the school near his home (Art. L. 113-1). Institutions are called upon to carry out a Personalized Schooling Project (PPS) for each child, thus enabling his will to be included in the construction of his course. This paper questions the report of the professionals of the medico-social as well as those of the school to the parents. How do the effects of public policies make it possible to identify the power relations of professionals in the construction of the educational pathway?How have professional practices in their relationships with parents changed?Two studies have been carried out on these two distinct fields and are related to the question of the report of professionals to the parents of children with disabilities. Their perspective presents the originality of putting parallel practices and discourses of professionals from different social worlds but both subject to the device P.P.S.En France, l’institution scolaire tout en favorisant la scolarisation en milieu ordinaire des enfants désignés en situation de handicap, permet dans une moindre mesure les scolarités partagées ou la scolarisation au sein des unités d’enseignement des Institut-Médico-Éducatif. Ceux-ci accueillent une population d’enfants et d’adolescents d’une extrême diversité, dont les besoins de prise en charge en dépendent. La loi du 02 Janvier 2002-2, accorde à l’usager une "participation directe (…), à la conception et à la mise en œuvre du projet d'accueil et d'accompagnement qui le concerne" (Art L311-3), lui garantissant la possibilité d’exercer son droit de citoyen et la prise en considération de sa parole. D’autre part, la loi du 11 février 2005 prévoit qu’un enfant soit scolarisé en priorité vers l’établissement scolaire proche de son domicile (Art L. 113-1). Les établissements sont appelés à réaliser un Projet Personnalisé de Scolarisation (P.P.S.) pour chaque enfant, permettant ainsi d'inscrire sa volonté dans la construction de son parcours. Cette communication interroge le rapport des professionnels du médico-social ainsi que ceux de l’école aux parents. En quoi les effets des politiques publiques permettent de repérer les rapports de pouvoir des professionnels dans la construction du parcours de scolarisation ?En quoi les pratiques professionnelles dans leurs rapports aux parents ont-elles évolué ?Deux études ont été réalisées sur ces deux terrains distincts et se rejoignent quant à la question du rapport des professionnels aux parents d’enfants en situation de handicap. Leur mise en perspective présente l’originalité de mettre en parallèle des pratiques et discours de professionnels issus de mondes sociaux différents mais tous deux soumis au dispositif P.P.S
