In this chapter, the problems requiring regional decisions are briefly discussed, with special emphasis on the links between the mathematical programming models of individual water-use activities through the water resource. Then, a very simple regional modeling framework is described to make the discussion of linkage more concrete. Some attention is given to possible elaborations of this simple framework designed to carry the analysis beyond instream quantity alone. Finally, some of the central points are illustrated with a regional environmental quality model of a highly industrialized region of the United States
