Here the BIODIV module from the Nature Planner is assessed for its application in evaluating different scenarios in the Fifth Policy Document on Spatial Planning (VIJNO), in which the Natural Capital Index (NCI framework) method is used. According to this method the nature value of a region is calculated as a product of ecosystem quantity (acreage) and quality with respect to its difference from the respective reference value. In implementing the NCI method in BIODIV there are several starting points of importance that need to be investigated and used in the VIJNO application related to building and employment. In the application, effects of spatial and environmental measures on quality of nature and nature values are described and forecasted for the scale of vegetation types (NT), sub-physical geographical regions (sub-FGR), physical geographical regions (FGR) and national scale. The quality variable chosen is abundance of selected plant species. A set of reference values for 1950 were available as well as two policy scenarios up to 2020.existing natural areas from 25% in 1999 to 40% in 2020, primarily thanks to the effects of anti-desiccation measures. Reductions in acidification and eutrophication are too small to have an influence on the quality. The NCI in the Netherlands will increase from 4% in 1999 to 6.5% in 2020, calculated for the same area. The expansion of natural areas by 2000 square km will change the NCI from 6.5% to 9%, while the quality of this nature status will be approximately the same as the existing status.
