Biodiversiteitsindicatoren voor de OESO milieuverkenning en -strategies

This study addresses the question whether it is feasable to measure the development of biodiversity at the OECD level. The answer can be summarized as: yes, if certain recommendations are followed. In particular, the study analyzes the possibilities of the Natural Capital Index. This framework has been developed in the Convention on Biodiversity. In addition, the study provides a review of existing biodiversity indicators and a comparison of major indicator frameworks. Moreover, it provides real-data applications of the Natural Capital approach to the biodiversity in some of the larger ecosystems of the OECD as a preliminary estimation. These include forest, grassland, tundra, inland waters and (semi-)desert. It is concluded that the Natural Capital Index constitutes a feasible method to assess biodiversity in a crude but comprehensive manner. The fall-back option (using pressure information when quality information is not available) allows to start using the framework in the short term. Pressure information also allows to make projections into the future, for scenario analysis.Deze studie behandelt de vraag of het uitvoerbaar is veranderingen in biodiversiteit te meten op het niveau van de OESO. Het antwoord kan worden samengevat als: ja, mits zekere aanbevelingen worden gevolgd. De studie analyseert in het bijzonder de mogelijkheden van de Ecologisch-Kapitaal Index. Deze benadering is ontwikkeld in het verband van de Biodiversiteitsconventie. Verder worden bestaande biodiversiteitsindicatoren en indicatorsystemen vergeleken. Verder past het rapport de kapitaalindex toe in de vorm van eerste schattingen voor het grote ecosystemen van de OESO. Deze omvatten bos, grasland, toendra en halfwoestijn. Het rapport concludeert dat de Ecologisch-Kapitaal Index een uitvoerbare methode is om biodiversiteit in een gebied zo groot als de OESO op een ruwe maar verantwoorde manier te beoordelen. Als kwaliteitsgegevens niet beschikbaar zijn, kan worden teruggevallen op informatie over druk op biodiversiteit. Deze uitwijkmogelijkheid betekent dat relatief snel met toepassing van deze methode begonnen kan worden. Het gebruik van druk-informatie in plaats van kwaliteitsinformatie maakt het ook mogelijk om toekomstprojecties uit te voeren voor scenario-analyse
