Until now there has been no obligation for moped riders to undergo driver training. If the driver is sixteen years old, he is permitted to drive a moped. It is shown from accident statistics that the number of sixteen year old traffic victims is much higher than of fifteen years old; more than half the traffic victims aged sixteen and seventeen are moped riders. Per vehicle mile the moped is the most dangerous transport mode; male moped riders have twice the chance of being involved in a fatal accident than female moped riders, and most moped accidents occur at a junction.
