By using SEA, we can ensurethat PPP of development will not exceed environmental carrying capacity. The research problem is to determine the legal mechanism of SEA integration in PPP of development that consider environmental carrying capacity. The research method is normative legal research with conceptual and regulations approach. We conclude that legal mechanism of SEA integration and PPP of development which follow arrangement or evalution process of PPP of development. SEA integration and PPP of development must be done simultaneously into PPP of development preparation and decision making process.
