REAPPORTIONMENT. POLITICALLY COMPETITIVE DISTRICTS. VOTER REGISTRATION. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends state constitutional requirements governing reapportionment of California Congressional, Senatorial, Assembly, and Board of Equalization districts by adding requirement that at least half of districts of each type be competitive. Defines competitive district as one where partisan registration of either one of the two largest political parties in the district does not vary by more than two percentage points of that party\u27s partisan registration in state. Prohibits bills changing boundaries after July 15 of year following national census. Amends state statute to cancel registration of non-voters in general elections. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Assuming adoption in November 1990, would not significantly increase state costs. The registration purge provisions would reduce mailing, printing, residency confirmation, and other costs of local governments, ranging from several hundred thousand dollars to several millions of dollars, for each two-year election cycle
