REAPPORTIONMENT. POLITICALLY COMPETITIVE DISTRICTS. VOTER REGISTRATION. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends state constitutional requirements governing reapportionment of California Congressional, Senatorial, Assembly, and Board of Equalization districts by adding requirement that at least half of districts of each type be competitive. Defines competitive district as one where partisan registration of either one of the two largest political parties in the district does not vary by more than two percentage points of that party\u27s partisan registration in state.
