The Council of Heads of State and Government of the Union of South American Nations (UNASUR), meeting in Paramaribo, Republic of Suriname, on August 30, 2013, at its VII Ordinary Meeting, reaffirms that South American integration and unity must be established in a flexible and gradual manner, within the framework of cooperation, solidarity and respect for pluralism. The Council also emphasizes its determination to build a South American identity based on shared values such as democracy, the Rule of Law, absolute respect for human rights and the consolidation of South America as a zone of peace.Instituto de Relaciones Internacionales (IRI
