This thesis is a study of how managers justify their staffing decisions. We spent three years at the distribution management branch of two French state monopolies, EDF (electricity) and GDF (gas). The thesis is based on an analysis of the various staffing tools used in the distribution branch. We performed 65 formal interviews with recruiting managers, HR people and internal staff candidates.
