Biography, Aleksandr Grigor'evich Bulygin, 1851-1919Bulygin was an important tsarist official; during the revolution of 1905, from January through October, he served as Minister of Internal Affairs, and developed a plan for a new consultative body (that is, not a full parliament), the so-called “Bulygin Constitution” or “Bulygin Duma” ; when an actual constitution was declared, the October Manifesto, Bulygin was replaced as Minister of Internal Affairs; he served as member of the State council in the new government through 1917
