The Growth of Productive Forces in Agriculture in the Tenth Five-Year Plan

The decisions of the Twenty-fifth Congress of the Communist Party of the Soviet Union (CPSU), which devised the Party's economic strategy, develop and concretize the fundamental principles of agrarian policy, the basis of which was set forth by the March (1965) Plenum of the Central Committee of the CPSU. The Communist Party's policy, which is directed toward the comprehensive development of agriculture, also considers long-term objectives in addition to current targets. In his report to the Twenty-fifth Congress of the CPSU, L. I. Brezhnev noted: "We realize that the qualitative transformation of agricultural production requires time, labor, and immense investments."
