Del estatismo a la regulación: medio siglo de política económica. La economía uruguaya 1900-1955 (III)

In this paper we study the economic policies between 1900 and 1955. We divide the analysis in two periods considering 1931 as a benchmark between two different policies. After this year, we identify important changes in the economic policies in terms of the role of the state and the regulation of the economy. Our statement is that during the first decades of the 20th century there was not a general regulation framework of the economic activity. This will change after the thirties. During the first batllismo, the principal objective was the expansion of the public sector and this will remain an important characteristic of the following years: the increasing role of the State in the industrial and commercial activities. Since 1931, with the establishment of the “Exchange Control” the economic policy adopts another modality based on the creation of institutions that increase the government regulation over the economy. This new cycle of economic policies will finish in 1959 with the “Monetary and Exchange Reform” that will represent a first important attempt to change the path of the economy since the thirties. En este documento se estudia el itinerario de las políticas económicas entre 1900 y 1955. El análisis se divide en dos períodos, reconociendo en el año 1931 un punto de inflexión en torno al que se estructura el análisis, así como dos modalidades distintas de políticas desplegadas antes y después del mismo. Desde entonces se sucede una serie de transformaciones que permiten identificar un giro en las políticas económicas en términos de estatismo y regulación. En resumen, se sostiene que entre 1900 y 1930 no se desarrolló un marco regulatorio general de la actividad económica. Este hecho constituye una diferencia con lo que sucederá en el período inmediatamente posterior, tanto como con momentos posteriores de hegemonía batllista en la conducción gubernativa. La apuesta principal del primer batllismo estuvo en la expansión del sector público de la economía y allí se registra una de sus herencias más perdurables: un dominio industrial y comercial que dio al Estado uruguayo una creciente capacidad de intervención económica. Desde 1931, cuando se implementa el Control de Cambios, se registra la preeminencia de otra modalidad de la conducción económica, centrada en la creación de instituciones que incrementan la capacidad regulatoria del Estado sobre la economía. Se abrió de esta forma un nuevo ciclo de las políticas económicas que culminará hacia 1959 cuando la Reforma Monetaria y Cambiaria se constituya en el primer intento relevante para cambiar el rumbo adoptado a inicios de los treinta.Economy Policy, Government Regulation, Economic History
