China's High Economic Growth : A Comparative Analysis of High Economic Growth in China and Japan

神奈川県茅ヶ崎市 Recent economic growth in the People Republic of China (PRC) has attracted consider-able attention throughout the world. The other hand, Japan's economy had achieved high growth during 15 years from mid-1950's. This paper intends to explore the similarities and differences between the present growth of the PRC and the high economic growth of postwar Japan. The annual rates of growth of two countries are equally about 10% on the average during 15 years. It is a matter of course that a long-term high growth brings about the rising of living standard and the expansion of employment. In these points, the PRC and Japan showed the same results. However, we should pay attention to the differences of two countries. The one of the differences is employment problem. Although Japan achieved full employment by high economic growth, the PRC in nowadays has excessive labour forces, almost of which are included in the rural popuration. The second refers to GNP per capita in US dollar basis. In spite of high growth, the value of the PRC has been only nearly double in 15 years, comparing with 7.5 times of Japan. This is because the PRC's currency has been devalued to US dollar by a large margin. In actual fact the living standard in the PRC has been substantially improved. In the periods of high economic growth two countries were influenced by the different exogenous factors of the international economy. Japan had to keep the fixed exchange rate of Yen and had been strictly limited upon the introduction of overseas capital. At present, international economy is under flexible exchange rate and free capital movement regime. Although these international conditions are favorable for economic growth, the PRC has necessary for taking care of excess dependence upon cheap exchange rate and overseas capital inflow. In my opinion, China has a large potenitality for high economic growth afterwards in spit of her many difficult problems to be solved. 中国経済は1978年の経済改革・対外開放政策への転換以降目覚ましい発展を遂げ,世界の注目を集めている。中国経済は,この高度成長によってどのように変わったか。この高度成長はいつまで続くのか。そして21世紀の中国経済はどうなるのか。中国は12億の人口を持つ国だけに,今後の経済動向は,周辺のアジア諸国に対してはもちろんのこと,世界全体にも大きな影響力を持っている。 中国の高度成長のスタートを1980年代に入ってかちとしても,その期間は既に17年を経過している。それは,1950年代半ばに始まった日本の高度成長の期間を凌ぐものである。またとの問における成長のスピードにおいても,中国は日本をやや上回る実績をあげている。15年間に及ぶ高度成長によって,日中それぞれの経済はどのような変化したか。日本経済はその後低成長に入ったが,中国経済の場合はどうなるのだろうか。もちろん中国の高度成長と日本の高度成長は,そのスタート時点の状況,それを取り巻く国際環境など著しく異なる面も多いから,これを単純に比較することはできないが,それにもかかわらず,中日両国がほぼ同じ期間,ほぼ同じようなスピードの成長を維持したというのは,なかなか興味ある事実である。 本稿は,中国の晦度成長について主としてマクロ的な視点からの分析を試みたものであるが,その際以上のような共通項に着目して,日中両国の高度成長を比較しながら,中国経済の変化、問題点について,何らかの示唆を得ようとしたものである
