Modern Environmental and Legal Challenges of the War Period in Ukraine

The article is devoted to a comprehensive analysis of modern environmental and legal problems of ensuring environmental security during the war in Ukraine. Special attention is devoted to the analysis of the main military actions that cause the greatest damage to the environment in modern conditions, the ecological system of our state. The need to develop a strategy for restoring Ukraine's ecological security, clear mechanisms for forming an information base on environmental crimes and offenses in Ukraine, procedures for eliminating existing violations, restoring environmental objects, and punishing those guilty of illegal activities in the environmental sphere was emphasized. The need to involve international organizations in this process and select with their help technical means and a unified methodology for processing a significant amount of information on environmental crimes and offenses and their processing in laboratory conditions is emphasized. It was found that the state does not exercise proper control over strategic objects located in regions that are occupied or annexed. Today, there is no access in certain regions to flooded mines, gas pipelines, sewage and water supply systems, water supply and energy supply systems. It has been established that Russian military aggression not only causes enormous damage to the ecological system of our country (causes significant damage to the ecosystem, causes environmental pollution, reduction of populations of plant and animal species), but also violates people's right to a safe environment. Carrying out a system of measures aimed at restoring the environmental security of our country requires the development of an appropriate strategy, a plan for the coordination of the work of bodies and services whose activities should be related to overcoming the negative impact of war on the state of environmental security, rights and freedom of citizens in the field of the environment. It is extremely important in modern conditions of war to have technical means and a unified methodology for processing a significant amount of information on environmental crimes and offenses caused by military actions, to organize the collection and processing of laboratory data
