Local government that is executive organ of decentralization, both fulfills the requirements the principle of subsidiarity and ensures the continuation of the rising value on transparency, participation and democracy. For this reason, ''the strengthening of local governments'' and ''administrative autonomy' is one of discussed issues in all countries aiming a democratic and populist administration. The regulation of local government through the constitution and various laws, are not sufficient to ensure effective and efficient working of these bodies in the provision of public services to deepen democracy. In this regard, local governments must be addressed in the context of European Charter of Local Self Government (E.C.L.S.G.) that is international basic text on agenda both of politicians and public. In this context, text evaluates local governments in Turkey and Armenia and comparative assessment of these governments within E.C.L.G. Although both countries put reservations to several provisions, they have confirmed that they accepted E. C. L.S.G. Actually, with the recent administrative reforms, Turkey has already ensured compliance to most of that provision ab-stained. Armenia, after leaving the Soviet Union, has continued to take as reference this Charter through regional policy for own local governments
