This document is the Leadership and Decision-Making Action Plan (D5.3) developed under task 5.3 by WP5 leader UDEUSTO. The aim of the report is to first analyze the main gaps in terms of leadership on each institution and, second, provide recommendations that can be incorporated into GEPs by implementing partners. Two common actions at a consortium level have been identified, as well as specific need for the different partners. For each of the activities, some of the existing tools or instruments identified under D5.1 have been mentioned for inspiration
