Should one take account of natural risks in planning instruments or create a spécial set of administrative rules ? The law has not made a choice between these two options. Over the last twenty years one or other of the two alternatives have been used without any clear rules as to the division or hierarchy of these two processes. This absence of choice appears in practice to stem from to the difficulty of defining natural risks, the subject matter of this area of public policy. However, these weaknesses should not lead one to declare that public risk management policies have falled.
