On the Absence of a Paradigmatic Change: The Activating Labor Market Policy in the Merkel Era This article examines the extent to which a paradigmatic change in active labor market policy can be identified in the Merkel era. We analyze the central reforms of this policy field during four terms in office. We show that the basic pillars of active labor market policy have hardly deviated from the path taken under the red-green government, even though instruments and objectives have changed. This is due not only to favorable developments on the labor market (decreasing problem pressure) but also to the constellations of actors in the coalitions.
