Hills and Lowlands. Managing Catchment Basins in Burundi and Rwanda In Burundi and Rwanda, the layout of fields in the lowlands suggests a collective management of land and water resources in each valley. But this is not so. Land is used on an individual, sometimes precarious, basis with no regard for neighbors and as a function of biotopes, the lowlands being complementary to the hills. In the lowlands, the interventions of local and then colonial authorities disturbed the peasant system and eventually made it diversify and improve. Knowledge of the history of land use makes us cautious about adopting the theory linking population size to agricultural progress ; it also helps disprove the reputedly foreign origin of certain techniques. The first travelers mentioned farms in the lowlands and, more importantly, an astute (no longer existent) system of irrigation on the slopes. Has this heritage been taken into account during recent transfers of "efficient" techniques ?Au Burundi et au Rwanda, le dessin des champs dans les bas-fonds suggère un aménagement hydro-agricole collectif ou dirigé et une maîtrise de l'eau à l'échelle de la vallée. Or, il n'en est rien. On y exploite la terre à titre individuel, parfois précaire, selon le principe des niches écologiques et sans égard pour ses voisins. Le bas-fond fait partie des terroirs en tant qu'espace complémentaire des collines. L'histoire de son aménagement montre comment l'intervention du pouvoir (local, puis colonial) a perturbé le système paysan pour finalement contribuer à le diversifier et le perfectionner. La connaissance du passé nuance l'approche théorique du rapport entre le facteur démographique et le progrès agricole et, par ailleurs, réfute la prétendue origine étrangère des techniques décrites. Les premiers récits de voyage témoignent de la mise en culture des bas-fonds et, qui plus est, d'un système astucieux d'irrigation des pentes aujourd'hui abandonné.Meschy Lidia.
