Further to the blocking of the entry into force of Protocol No. 14 to the European Convention on Human Rights, the Council of Europe contemplated various solutions to ensure the efficiency and even the survival of the European Court of Human Rights, which was threatened by an ever increasing backlog of cases. A Protocol 14 bis set up a mechanism of variable geometry that included the essential provisions of Protocol 14 designed to speed up and simplify the Court’s procedure. This was a compromise solution.
