The letter of Antonin attempts to analyze the rivalries between the three important Greek cities of Asia Minor, Ephesus, Pergamon and Smyrna, about the titles, and especially the title of "neokoros (of the Sebastoi)". The neokorate cities were the Greek cities which possessed provincial temples dedicated to the cult of the Roman emperors. And it is significant that under the Flavians the sudden proclamation of the title "neokoros (of the Sebastoi)" on the coins and in the inscriptions was due to the rivalries between the cities and to their competition for primacy in their province.
