European public finance : a politically acceptable reform of the Growth and Stability Pact The debate on whether to modify or kill the Stability and Growth Pact has grown in 2002-2004. For some, it remains helpful, for others, it blocks the Euro zone growth. If the Pact cannot evolve in an acceptable political way, the European construction and the Euro credibility could be affected. Several proposals to reform the Pact have been put forward. Most are not politically acceptable (the notion of acceptability is defined in the text). We present a proposal to reform the Pact which spares its spirit and allows to put public deficits in economic perspective.
