Can dedications to the emperors reflect the real opinions of the inhabitants of the Roman provinces ? This methodological problem is here being investigated in the light of the African inscriptions dedicated to Julian Augustus (361-363) by the town councils of the cities in Numidia. The author argues with the views of E. Pack who stresses the notorious banality of the official sources of that type. It seems that the program of reparatio civitatium propagated by Julian and his religious policy may have gained him genuine support of the African urban aristocracy.
