trackmania-rl/tmrl: Release 0.4.0

Major release 0.4.0 <p><strong>This release is backward-incompatible!</strong></p> <p>Please perform a clean install by deleting the <code>TmrlData</code> folder.</p> <p>The framework has undergone several major changes. in particular:</p> <ul> <li>network security has been introduced and cut out into the new <code>tlspyo</code> library</li> <li>forced dependency on PyTorch has been removed such that any deep learning framework can now be used with <code>tmrl</code></li> </ul> <p>Version 0.4.0 is also the first "official" introduction of the <code>TrackMania Roborace League</code> competition Beta. It comes with <a href="https://github.com/trackmania-rl/tmrl/tree/master/tmrl/tuto/competition">tutorial scripts</a> from which python developers can easily develop their own training pipelines in TrackMania.</p&gt
