La nomenklatura : vers quel destin social ?

The social destination of the nomenklatura. When communism entered upon its decline in Central and Eastern Europe, J. Sta- niszkis in Poland and E. Hankiss in Hungary offered the following theory about the change of power : a section of the communist élite, realising that the development of soviet-type socialism was a threat to its authority and its social standing, took steps to transform its political role and its administrative power into economic capital. A second theory - viz. « nothing has changed » - in one sense rounds off the first, while a third - « the nomenklatura as victim of the revolution » - offers a contradictory view. The first aim of this article is to examine the position at present held by the former members of the nomenklatura, and so to discover the main routes that they have travelled in the passage from their 1988 functions to those of 1993. In this way, it should be possible to establish a general outline of the mobility of the communist nomenklatura inside post-communist Europe. The article's second purpose is to compare the fate of the nomenklatura in three former communist countries now in transition. Given the diversity in method, and pace of change to the system in Poland, Hungary and Russia, one might have expected sizeable variations in what ultimately became of the nomenklatura. As we shall see, this is not really the case.Durant la phase de déclin du communisme en Europe centrale et orientale, J. Sta- niszkis en Pologne et E. Hankiss en Hongrie ont formulé l'hypothèse de la conversion du pouvoir : une partie de l'élite communiste, comprenant que l'évolution du socialisme de type soviétique menaçait son autorité et son statut social, s'est efforcée de convertir son rôle politique et son pouvoir administratif en capital économique. Une seconde hypothèse - « rien n'a changé » - complète en un sens la première tandis qu'une troisième - « la nomenklatura, victime de la révolution » - s'y oppose. Le premier objectif de cet article consiste à examiner la position actuellement occupée par les anciens membres de la nomenklatura et donc à déterminer les principales trajectoires qu'ils ont suivies pour passer de leurs fonctions de 1988 à celles de 1993. On peut ainsi esquisser le schéma général de mobilité de la nomenklatura communiste au sein de l'Europe post-communiste. Le second objectif consiste à comparer le sort de la nomenklatura dans trois pays ex-communistes en transition. Compte tenu des voies et des rythmes différents adoptés par le changement systemique en Pologne, Hongrie et Russie, on pouvait s'attendre à des variations importantes de la destinée finale de la nomenklatura.
