Réformer l'économie socialiste : les perspectives polonaises

Reforming socialist economy : Polish perspective. The history of reformist thinking and changes in the economic system in the postwar Poland seems to be particularly rich, dramatic and still remaining without conclusion. The successful rebuilding after the Second World War of the nearly totally destroyed economy was followed by the promotion of the Stalinist economic system. Its promoters claimed that it was necessary to accelerate economic growth and to build a modern industrial base. But the traditional Soviet-type system collapsed as elsewhere and economic and political reforms were undertaken after 1956 under Gomulka's leadership. However, they were cautious, partial and revocable and a recentralization of the economy took place during the sixties. After a new wave of violent protest, due to the deterioration of wages and standards of living, the new party leader Gierek tried to hit two targets at the same time : to increase the standard of living of the population and to modernize the industry. But once more it was a failure and a new reform project was completed and published in July 1981. The economic reform was officially started at the beginning of 1982 under very special conditions of deep economic and political crisis as everyone knows. In 1987, a more radical reform movement started again which had three major components : a reorganization of central economic bureaucracy and limitation of its formal and informal powers ; an opening of new possibilities for individual entrepreneurship including joint ventures with foreign capital and an increase of the role of monetary categories. The future of the reform depends however upon the solving of four basic problems : the ideological problem of the identity of the system ; the problem of the economic mechanism ; the institutional and organizational problem and the problem of the economic and social policy which the author tries to analyze in this article.L'histoire de la pensée réformatrice et des changements du système économique en Pologne depuis la fin de la guerre a été particulièrement riche, souvent tragique et n'est pas encore achevée. Après la reconstruction de son économie presque entièrement détruite durant la seconde guerre mondiale, la Pologne a introduit le système économique stalinien. Ses partisans y voyaient une nécessité pour accélérer la croissance économique et pour élaborer une base industrielle moderne. Mais le système de type soviétique traditionnel s'est rapidement effondré et des réformes économiques et politiques furent entreprises après 1956 sous l'égide de Gomulka. Cependant, elles sont restées prudentes, partielles et réversibles de sorte qu'une recentralisation de l'économie eut lieu durant les années soixante. Après une nouvelle vague de violence, due à la détérioration des salaires et du niveau de vie, le nouveau chef du Parti, Gierek, essaya de poursuivre deux lièvres à la fois : accroître le niveau de vie de la population et moderniser l'industrie. Mais il échoua lui aussi et un nouveau projet de réforme fut élaboré et publié en juillet 1981. La réforme économique débuta officiellement au début de 1982 dans un contexte très particulier de profonde crise économique et politique. En 1987, un mouvement réformateur plus radical fut lancé. Il comprenait trois volets : une réorganisation de l'administration économique centrale et une limitation de ses pouvoirs formels et informels ; l'ouverture de possibilités nouvelles pour les entrepreneurs individuels, y compris la création de sociétés mixtes à capitaux étrangers et un renforcement du rôle des catégories monétaires. L'avenir de la réforme est cependant lié à quatre problèmes fondamentaux : le problème idéologique de la nature du système ; le problème du mécanisme économique ; le problème des institutions et de l'organisation ; et le problème de la politique économique et sociale, que l'auteur tente ici d'élucider.Kozminski Andrzej K.
