With the introduction of railways in Argentina, engineers became a technical bureaucracy in charge of the study, the construction and the operation of railways. Also, they were in charge of its management. The for-mation of this specialized technocracy was in line with the consolidation of the National State. The first engi-neers were hired abroad and years later they were educated in the nationaluniversities.
