L'Indochine et l'ASEAN en lutte pour le Cambodge

The Cambodian crisis is only one aspect of the Sino-Vietnamese conflict. The acute feeling of the threat that the combined pressure of China and Pol Pot's Cambodia put on Vietnam brought it to try to improve relations with ASEAN, to link itself by treaty to the USSR, and to fight back decisively the Khmers. In the beginning of 1979, Cambodia thus went from Peking's orbit to that of Hanoi, under whose aegis a solidary Indochina was re-shaped. The withdrawal of the Vietnamese forces depends on the way in which Thailand will be able to guarantee Cambodia against an offensive return of the Khmers Rouges. While Hanoi refuses to envisage Cambodia's becoming again a buffer state (as China and ASEAN would like), it nevertheless proposes a global Indochina/ASEAN negotiation on pending problems.La crise cambodgienne n'est qu'un aspect du conflit sino-vietnamien. La perception aiguë de la menace que constituait pour lui la pression combinée de la Chine et du Cambodge de Pol Pot a amené le Vietnam à tenter de se concilier l'ASEAN, à se lier par traité à l'URSS, enfin à riposter de façon décisive aux attaques khmères. Le Cambodge est ainsi passé, début 1979, de l'orbite de Pékin à celle d'Hanoï, sous l'égide de qui s'est reconstituée une Indochine solidaire. Le retrait des forces vietnamiennes dépend de la façon dont la Thaïlande pourra garantir le Cambodge contre un retour offensif des Khmers rouges. Si Hanoï refuse d'envisager que le Cambodge redevienne un Etat-tampon (comme le souhaitent la Chine et l'ASEAN), il propose en revanche une négociation globale Indochine/ASEAN sur les problèmes en suspens.Devillers Philippe.
