A New Deal for Cambodia ?, by Nicolas Regaud Since 1987, there has been real diplomatie breakthrough on Cambodia thanks largely to increased efforts to seule the conflict by the superpowers. But optimism should not be excessive : from a military standpoint, Vietnam and Phnom Penh are in a favourable position. The Vietnamese economie crisis has not weakened the belief in the strategie unity in Indochina. The USSR has applied only limited pressure on Vietnam. The Khmer Rouge, représentative of Chinese interests, seems as difficult to deal with either militarily or politically as ever.
