Europe / Etats-Unis : le couplage stratégique menacé

The Strategie Partnership of Europe and the United States at Risk, by François Heisbourg In view of events taking place within the United States and the URSS, is it still clear that the same interests and attitudes are shared on both sides of the Atlantic, or that a consensus exists among the European states as to the dangers and challenges confronting them ? The continued existence of the Euro-American partnership dépends on the answers to these questions, which will only may be clarified when reactions to reduction of the American military presence and the altered balance of military power, as well as real or potential Soviet military intentions are known. Europeans must prepare themselves for the partial withdrawal of American forces. The allies must guard against the « zero option » having a domino effect on other nuclear forces stationed in Europe and against Soviet attempts to sow dissension amongst them. Even though European opinion may generally favour a permanent strategic partnership with the Americans, there are powerful forces at work against it, such as : longstanding nuclear parity ; American notions of « parasitic » Europe ; weakening of the legitimacy of nuclear deterrence. However, all of these problems may be overcome, if Europe puts its act together.Face aux évolutions pertinentes en cours tant aux Etats-Unis qu'en URSS, le maintien du couplage euro-américain suppose l'existence d'intérêts et d'attitudes partagés des deux côtés de l'Atlantique, et un certain consensus entre les Etats européens sur la nature des défis ou menaces auxquels ils sont confrontés. Au regard de ces critères, doivent être abordées les réactions possibles tant par rapport à une réduction de la présence militaire américaine en Europe, que vis-à-vis des évolutions intervenant dans la balance des forces ou aux changements réels ou potentiels en URSS. Aussi les Européens doivent se préparer à un certain retrait partiel des forces américaines. Les alliés doivent éviter que l'« option zéro » ait un effet de « domino » sur l'ensemble des moyens nucléaires stationnés en Europe et que les inconnues de l'équation soviétique les divisent. Mais des forces puissantes joueront contre la permanence d'un consensus stratégique entre Européens et Américains : la parité nucléaire depuis longtemps, et de façon constante ; la perception américaine d'un « parasitisme » européen, accompagnée d'une délégitimation de la dissuasion nucléaire...
