Les relations franco-turques

Franco-Turkish Relations, by Nicole Gnesotto and Bassma Kodmani-Darwish Although both France and Turkey are members of NATO and of the Council of Europe as well as associates within the EEC, their relations are extremely strained. The human rights question and économie differences are of equal importance as bones of contention. But the greatest cause of bitterness between the two countries is the Armenian question, on which they are in total disagreement, and which makes any coopération very difficult. However, in marked contrast to their bilateral relations there are striking similarities of views between Paris and Ankara on many international questions. They both share the same conception of the role which Turkey should play within the NATO alliance and, above ail, the same analysis of Middle East questions, where both have common interests and objectives. In 1984, an improvement in relations appeared to be desired by both parties. Dialogue has thus been re-established though it remains fragile and could be compromised at any moment by some unforeseen action.Entre la France et la Turquie, pourtant membres toutes deux de l'OTAN, du Conseil de l'Europe et associées au sein de la CEE, les relations sont extrêmement tendues. Le contentieux porte aussi bien sur les problèmes des droits de l'homme que sur les différends économiques. Mais ce qui empoisonne la relation, c'est avant tout la question arménienne sur laquelle le désaccord est total et qui rend très difficile toute coopération entre les deux pays. Pourtant, sur les questions internationales, les convergences de vues entre Paris et Ankara sont frappantes et contrastent avec la relation conflictuelle au plan bilatéral. Les deux pays ont la même conception du rôle que doit jouer la Turquie au sein de l'OTAN et surtout la même analyse sur les questions du Moyen-Orient où ils ont tous deux des intérêts fondamentaux et des objectifs communs. L'année 1984 semble inaugurer un réchauffement des relations, souhaité par les deux parties.
