Sistema web de fiscalização e monitoramento de deposição irregular de resíduos da construção civil

Rapid urbanization and the growth of large-scale construction activities in Brazil have generated a considerable amount of solid waste, accounting for 50% in the country (SIENGE). For the management of Civil Construction Waste (RCC) it is essential to be aware of what is being generated (qualitative data), how much is being generated (quantitative data) and what is the appropriate destination for this material. The study and monitoring of these residues is recent in the country, with the advent of resolution number 307 Art. 3 of the National Council for the Environment, it was better established which materials from constructions, renovations, repairs and demolitions of works would fit as recyclable, such as bricks, metals, paints, among others. The parties interested in this process, environmental agencies, processing plants and transporters, work independently, making it difficult to monitor and manage these residues, since the sharing of information is inefficient. The objective of this work is to provide environmental agencies with the management of complaints made within their municipality, thus facilitating and directing inspection, management of inspectors, to know if the body of inspectors is being enough to meet the demand for complaints and a map denouncement follow-up to outline the best follow-up strategies, being able to know the best route to be taken and verify the highest number of denouncements. The type of research adopted will be applied, which is defined as a scientific study aimed at solving a specific problem, which is already known, aiming to apply it in a practical way, interfering in the world. CodeIgniter frameworks were used to support PHP and ReactJs for rendering user interaction interfaces. The results achieved are aimed at Organs environmental agencies, namely, the management of complaints, bringing information about their status, which may be pending, invalid or irregular point and the geographical reference of the point, such as latitude and longitude, the management of inspectors, containing information relevant to the responsible environmental agency and a map for monitoring complaints, which, with the help of latitude and longitude, points are shown on the map for better identification. In order to contribute to the mitigation of this problem, this work proposes the development of a Solid Waste Management System for Civil Construction (SIGERCON), with the aim of contributing to greater interaction between the parties dedicated to solving this problem. This contributes to the improvement of the current process by automating it and thus allowing greater efficiency for carrying out such activity.A rápida urbanização e o crescimento das atividades da construção em larga escala no Brasi têm gerado uma quantidade considerável de resíduos sólidos, responsável por 50% no país (SIENGE). Para o gerenciamento dos Resíduos da Construção Civil (RCC) faz-se indispensável a ciência sobre o que está sendo gerado (dados qualitativos), quanto está sendo gerado (dados quantitativos) e qual o destino apropriado para este tal material. O estudo e monitoramento desses resíduos é recente no país, com oadvento da resolução de número 307 Art. 3º do Conselho Nacional do Meio Ambiente, ficou melhor estabelecido quais materiais proveniente de construções, reformas, reparos e demolições de obras enquadrariam-se como reciclável, tais como tijolos, metais, tintas, entre outros. As partes interessadas neste processo, órgãos ambientais, usinas de beneficiamento e transportadoras, trabalham de forma independente, dificultando o monitoramento e gerenciamento destes resíduos, já que o compartilhamento de informações é ineficiente. O objetivo desse trabalho é proporcionar a órgãos ambientais gerenciar as denúncias realizadas dentro de seu município, assim facilitando e direcionando melhor a fiscalização, gerenciamento dos fiscais, para saber se o corpo de fiscais está sendo o suficiente para atender a demanda de denúncias e um mapa de acompanhamento de denúncias para traçar as melhores estratégias de acompanhamento, podendo saber qual o melhor trajeto a ser pego e verificar o maior número de denúncias. O tipo de pesquisa adotada será a aplicada, que tem como definição ser um estudo científico voltado a solucionar algum problema específico, que já é conhecido, visando aplicá-lo de maneira prática, interferindo no mundo. Foi usado os frameworks CodeIgniter , para servir de auxílio para PHP , e ReactJs para a renderização de interfaces de interação com o usuário. Os resultados atingidos são voltados aos órgãos ambientais sendo eles, o gerenciamento de denúncias, trazendo informações sobre seu status podendo ser pendente, inválida ou ponto irregular e a referência geográfica do ponto, como latitude e longitude, o gerenciamento de fiscais, contendo informações relevantes ao órgão ambiental responsável e um mapa de acompanhamento de denúncias, que com o auxílio da latitude e longitude são mostrados pontos no mapa para realizar melhor a identificação. A fim de contribuir na mitigação deste problema, propõe-se com este trabalho o desenvolvimento de um Sistema de Gerenciamento de Resíduos Sólidos da Construção Civil (SIGERCON), como o intuito de contribuir numa maior interação entre as partes dedicadas a solução deste problema.
