Recommendations for Evaluating the Effectiveness of Staffing of the Armed Forces of Ukraine According to the Criterion of Realized Human Resources, Taking Into Account the Assessments of Adequacy of Funding

Today, the degree of compliance of human resources to the needs of the Armed Forces of Ukraine characterizes the effectiveness of the staffing system for the implementation of its target function. At the same time, staffing is seen as one of the most important functions of the state to manage the creation and maintenance of forces and means of ensuring its military security. The decisive factor in the formation of personnel policy is to ensure the national interests of the state. The modern staffing system of the Armed Forces of Ukraine in the process of its life often faces the problem of assessing the effectiveness of its operation, as well as the lack of practical opportunity to see the results of the system for a certain period to make informed management decisions. The main criterion for the work of any personnel system is the level of achieved personnel potential of a particular military formation or the Armed Forces as a whole, which can assess the compliance of the actual results of the personnel system with the planned (expected) results. The article offers a number of practical recommendations for assessing the effectiveness of staffing of the Armed Forces of Ukraine according to the criterion of realized human resources, taking into account the factor of adequacy of financing the development of the personnel system as a whole. The developed recommendations will allow specialists in defense planning and staffing: to assess the results of the functioning of existing systems (bodies) of the Armed Forces of Ukraine and justify decisions on the selection of the most effective (rational) options for target and military-economic criteria; to make a reasonable choice of rational variants of structures of systems (bodies) of manning of the Armed Forces of Ukraine in general taking into account prospects of their development and volumes of its necessary financing; to increase the reliability of the expected results of the efficiency of staffing of the Armed Forces of Ukraine
