L’ébauche de futures relations partenariales entre les acteurs de la formation professionnelle et ceux du secteur automobile : Vers un alignement de l’offre à la demande post-covid-19

The automotive industry is showing a significant development in Morocco which is mainly supported by industrial acceleration actions and the ecosystem approach. The plethora of assets offered by the country in terms of political stability, geographical position, labor cost, and suitable accompanying policies increase the attractiveness of overseas investors. The dynamics of automotive suppliers’ sector is setting it up as production and export platform that achieves important results, sometimes exceeding the objectives initially set. However, the sector remains exposed to several challenges inherent to the nature of its activity and the high variability of customer demand. The new pandemic situation generated by the covid-19 crisis and the new requirements arising from the context of Industry 4.0 are confronting the automotive sector actors with the vital need to develop, more than ever, their agility, scrutinize new opportunities, operate structural transformations and strategic breaks where necessary to be able to adapt to new requirements in terms of consumer demand and technological development. Indeed, the new vehicles will not only have to be autonomous, connected and shared but also be more ecological while considering health and safety on board. The modernization of industrial schemes and the upgrading of automotive production regarding the new needs of the consumer require the rehabilitation of human resources in the sector and trigger the expression of new needs for an up-to-date workforce capable of satisfying the new post-pandemic requirements. After the presentation of the panorama of incentive measures for the development of the automotive sector in Morocco, this article proceeds to a reading of the main highlights of the post-covid-19 context for the automotive sector before drawing up an outline of the partnership evolution between automotive actors and those in vocational training sector in favor of shortening the gap and aligning the training offer with the new demand of the automotive sector, particularly in the context of new post-crisis circumstances.     JEL Classification : O15, J21, J24, M51, E24 Paper type : Empirical Research  Le secteur automobile connaît un épanouissement important au Maroc appuyé par les actions d’accélération industrielle et l’approche des écosystèmes. La pléthore des atouts qu’offre le pays en termes de stabilité politique, position géographique, coût de la main-d’œuvre et des mesures d’accompagnement accroît l’attractivité des investisseurs étrangers pour s’y installer. La dynamique que connaît le secteur automobile l’a érigé en une plateforme de production et d’exportation qui réalise d’importants résultats, dépassant quelquefois les objectifs initialement définis. Le secteur demeure toutefois exposé à plusieurs défis inhérents à la nature de son activité et à la forte variabilité de la demande client. La nouvelle conjoncture pandémique générée par la crise du covid-19 et les nouvelles exigences issues du contexte de l’industrie 4.0 confrontent les acteurs du secteur automobile au besoin vital de développer, plus que jamais, leur agilité, scruter de nouvelles opportunités, opérer des transformations structurelles et des ruptures stratégiques le cas échant pour pouvoir s’adapter aux nouvelles exigences en termes de la demande du consommateur et de l’évolution technologique. En effet, les nouveaux véhicules devront non seulement être autonomes, connectés et partagés, mais aussi être plus écologiques tout en considérant l’hygiène et la sécurité à bord. La modernisation des schémas industriels et la mise à niveau de la production automobile au regard des nouveaux besoins du consommateur requièrent une réhabilitation des ressources humaines du secteur et déclenchent l’expression de nouveaux besoins en main-d’œuvre actualisée qui est à même de satisfaire les nouvelles exigences postpandémiques. Après l’exposition du panorama des mesures incitatives au développement du secteur automobile au Maroc, le présent article procède à une lecture des principaux faits marquants du contexte post-covid-19 pour le secteur automobile avant de dresser une esquisse de l’évolution partenariale entre les acteurs du secteur et ceux de la formation professionnelle en faveur d’un raccourcissement du gap et d’un alignement de l’offre de formation à la nouvelle demande du secteur notamment dans le cadre des nouvelles circonstances post-crise.   Classification JEL :  O15, J21, J24, M51, E24 Type de papier: Recherche Empiriqu
