Sanctions for Perpetrators Who Include Minors in the Crime of Khamar (Positive Criminal Law Analyst Against Article 17 of Qanun Number 6 of 2014 concerning Jinayah Law)

131 HalamanDewasa ini masalah minuman keras (khamar) di Aceh, bukan lagi menjadi problem pemakai pribadi atau kelompok tertentu, akan tetapi ini menjadi masalah yang harus di berantas oleh pemerintah aceh supaya generasi bangsa aceh tidak rusak. Karena aceh dari dulu tidak pernah memberikan izin untuk menjual minuman keras seperti daerah daerah lain yang bisa sebebasnya untuk membeli minuman keras (khamar). Sebelum hal tersebut terjadi dengan cepat, maka pemerintah aceh harus memperhatikan khusus untuk mencegah masuknya minuman keras ke aceh. Supaya tidak terjadinya ketergantungan bagi generasi aceh terhadap minimun keras ke aceh. Supaya tidak terjadinya ketergantungan bagi generasi aceh terhadap minuman keras, namun lebih jauh dari itu setiap operandinya bisa jadi melibatkan dan atau mengikutsertakan anak sebagai distribusi dan peminum langsung. Tindak pidana khamar dengan mengikutsertakan anak dalam setiap operandinya, sudah barang tentu melanggar ketentuan yang ada dalam pasal 17 qanun aceh nomor 6 tahun 2014 tentang hukum jinayat.
