Beberapa potensi kecurangan khususnya dalam pengelolaan dana desa ditemukan dalam pembangunan infrastruktur yang masih lemah di Desa Pasar Lapan. Inspektorat berperan mengawasi pengelolaan keuangan desa dan pendayagunaan aset desa. Berdasarkan latar belakang tersebut maka rumusan masalah adalah (1) Bagaimana pelaksanaan fungsi pengawasan Inspektorat daerah dana desa Pasar Lapan Kecamatan Air Putih Kabupaten Batubara. (2) Faktor yang menjadi hambatan dalam pelaksanaan fungsi pengawasan Inspektorat daerah dana desa Pasar Lapan Kecamatan Air Putih Kabupaten Batubara. Tujuan penelitian untuk menganalisis (1) Pelaksanaan fungsi pengawasan Inspektorat daerah dana desa Pasar Lapan Kecamatan Air Putih Kabupaten Batubara. (2) Hambatan dalam pelaksanaan fungsi pengawasan Inspektorat daerah dana desa Pasar Lapan Kecamatan Air Putih Kabupaten Batubara. Metode Penelitian yang di gunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. Hasil penelitian adalah (1) Pengawasan atau pemeriksaan regular hampir seluruh temuan pada pemerintahan desa terdapat masalah yang sama, kurangnya sumber daya manusia aparatur pemerintah desa. (2) Pemerintah Desa Pasar Lapan telah melakukan sesuai dengan prosedur yang ditetapkan oleh pemerintah. Sehingga partisipasi dan pengawasan yang dilakukan oleh Inspektorat Kabupaten Batubara telah terlaksana dengan baik. (3) Pada masing-masing Irban terkait pengawasan atau pemeriksaan khusus adalah bahwa dalam obrik masing-masing Irban yang terdiri dari Irban I-Irban IV pemeriksaan atau pengawasan khusus terkendala pada masalah yang sama, belum dibuatnya Laporan Penyelenggaraan Pemerintahan Desa (LPPD) dan Laporan Keuangan Pemerintahan Desa (LKPD). Sedangkan saran dari penelitian ini adalah (1) Sebaiknya Inspektorat Daerah Kabupaten Batubara melakukan pendidikan pelatihan kepada obyek pemeriksaan (Obrik). (2) Kejelasan prosedur pengawasan dana harus di perhatikan oleh pemerintah desa serta masyarakat sehingga dana desa dapat diawasi dengan baik. Based on this background, the formulation of the problem is (1) How to carry out the supervisory function of the regional Inspectorate of Pasar Lapan village, Air Putih Subdistrict, Batubara Regency. (2) Factors that become obstacles in the implementation of the supervisory function of the regional Inspectorate of Pasar Lapan village, Air Putih District, Batubara Regency. The research objective was to analyze (1) the implementation of the supervisory function of the regional Inspectorate of Pasar Lapan village in Air Putih District, Batubara Regency. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are (1) Regular supervision or inspection of almost all findings in the village administration there are similar problems, lack of human resources of village government officials. (2) The Pasar Lapan Village Government has carried out in accordance with procedures established by the government. So that the participation and supervision carried out by the Coal District Inspectorate has been well implemented. (3) On each Irban related to supervision or special examination is that in each sale of Irban consisting of Irban I-Irban IV examination or special supervision is constrained by the same problem, there has not yet been a Report on the Implementation of Village Administration (LPPD) and Reports Village Government Finance (LKPD). While the suggestions from this study are (1) It is recommended that the Regional Inspectorate of Coal Regency conduct training education to the object of inspection (Obrik). (2) Clarity of procedures for monitoring funds must be observed by the village government and the community so that village funds can be monitored properly
