This historical research of explanatory type, developed using the historical method,aims to explain, through the analysis of the immigration policy of the Venezuelan state under the influence of positivist ideas, from 1909-1945, the processes of inclusion and exclusion of immigrants and foreigners in relation to citizenship practices.
